Rwandan after more than twenty years of Calvary and eighteen years of
suffering in effect, it was on the evening of 6 April 1994 20: 30 local
time that the presidential plane that brought their Excellencies Juvénal
Habyarimana, President of Rwanda, and Cyprien Ntaryamira, President of
Burundi from the top of Dar-Es-Salam, Tanzania was shot down by two
surface-to-air missiles in the manoeuvres of landing over the
International of Kanombe airport. This despicable terrorist act was
followed by a hecatomb without common measure whose consequences are
still felt in up to our days. In addition to the two African heads of
State who died following this criminal act, their escorts and the crew
of the aircraft had the same fate.
Our organization joins all
Rwandans, all ethnic groups confused, in these very difficult times that
we remind our brothers, our sisters, our fathers, our mothers, our
neighbours, our friends and all our compatriots who were victims of
indescribable massacres the consequences haunt and will haunt the
conscience of the people of Rwanda and humanity forever. While gathering
before all these innocent victims, we cannot nor ignore or forget about
hundreds of thousands of Rwandese who perished since 1 October 1990
date to the what the Rwandan Patriotic Front (RPF) invaded Rwanda from
Uganda under pretexts which, subsequently, will be not be the real
motives of the invaders. One cannot also forget our compatriots and
local people who were brutally massacred in the forests of the
Democratic Republic of Congo since 1996 up to our days.
However, we cannot ignore the fact that most of the leaders of
unprecedented barbarity that hit our country and in the region since
fateful of 1 October 1990 and which reached its climax with the bombing
of April 6, 1994 against the two African Presidents in Office assume
Queens of the current Rwandan regime led by Paul Kagame and his
acolytes.
Also, several regular observers of the geopolitical
situation in the African Great Lakes region attest that this region
remains dependent on the due consequences to the instability resulting
from the Rwandan tragedy of these past two decades. Thus, the problem of
Rwandan refugees in the region remains topical. However, this problem
will find durable solution until the day where the legitimate claims of
the Rwandan population will find political solutions in which all
components of the Rwandan society to recognize.
Indeed, the
policies of exclusion established by various successive regimes Rwanda
in General and that of Paul Kagame in particular cannot in any way
contribute in a genuine reconciliation of the Rwandan people. No one can
speak of genuine reconciliation without talk of justice independent and
fair; cannot not speak of fair justice without knowing the truth. These
three elements to know the truth, the Equitable Justice and genuine
reconciliation are essential to build a State of law meet the
aspirations for all Rwandan without distinction.
Although it is
an occasion to remember difficult moments in which our people have
died, the National Congress for democracy would like to immediately seek
to our compatriots and our friends to continue to reflect clear
pathways and means that can bring all of the components of the Rwandan
population to work for the advent of a truly democratic Rwanda. Our
Organization remains convinced that only a truly democratic Rwanda can
lead us towards the construction of a Rwanda for all the peace, the
dignity and the harmony among the generations and contribute to the
stability and sustainable development of the peoples of the region. Our
Organization remains firmly commit to accompany the people of Rwanda in
this noble process.
