RWANDA: BEHIND THE KIGALI'S GLIMMERING BUILDINGS

Majority of Rwandans are living in dire poverty in Kigali
Kigali City is clean as we like to say in the newspapers and by visitors who spend passengers in Kigali but it's just a small part considered a stand of visitors who come to stay in Kigali, but they were astonished when able to leave the stand to go a little in the neighborhoods of the city.

The money that is domande these simple peasants to help with elections and other activities of government will help the development of families living in the slums of the city of Kigali. Rwandan authorities should ensure that their people have a better life rather than gather the little that he has.

Since the houses above - are in the city of Kigali, 500 m from MAGERWA and 1km from the clandestine prison Gikondo commonly known in Gacinya Kabuga and in the children of families living in these houses are supposed to attend other districts close to that - and these authorities and the government should take to ensure that these children are not arrested because they are poor to be taken to these secret prisons that are also transit points for the concentration camp Iwawa. Iwawa is a hill located in Lake Kivu in western countries. This camp is known as a place of torture of children arrested in huge all over the country. The testimonies of those who have left this concentration camp are horrible.

The government should be savior of his people rather than its predator.

RWANDA: Death of Rwandan President Habyarimana, two French investigating judges in Kigali

French judges Trévidic Marc and Nathalie Poux charge of the investigation into the attack against the plane of President Habyarimana in 1994, arriving on 11 September in the Rwandan capital to try to determine the conditions under which the Falcon 50 that was carrying the presidents Rwanda and Burundi was shot down while preparing to land at Kigali on April 6. The judges enjoy the warming of diplomatic relations between Paris and Kigali.
This is a first: two French judges will be able to investigate in Kigali at the scene of the attack against the plane of President Juvenal Habyarimana. An attack described as the trigger for the genocide of April 1994.


As acknowledged by counsel for the plaintiff, such a mission could not have taken place at the time of Judge Bruguière. The latter charge until 2007 of this highly sensitive issue had put his suspicions on the RPF (Rwandan Patriotic Front) of President Kagame. In 2006, he issued arrest warrants against people close to the Rwandan government and recommend prosecution against President Kagame for his "suspected involvement" in the attack. Result Kigali broke off diplomatic relations with France and against an open-inquiry that involves Paris for "its support for the genocidal regime."
Since then, new judges over the case and the relations between the two countries have warmed. President Sarkozy visited Rwanda in February and a French military attaché has been named in Kigali. It is in this context that the mission of mutual legal assistance takes place today.
For France's ambassador in Kigali, the issue seems to make a fresh start. On the Rwandan side is prepared to help French judges in their work on site. Two French judges are considering a reconstruction of the crash conditions of the unit. They are accompanied by a team of experts who will try to establish the path of the Falcon 50, the nature of the projectiles or the location of shooters. Their report is expected in March 2011.

RWANDA:Rwanda butcher Kagame invades France


A Kagame killing cell has been discovered in France. French security officials say that two former RPA soldiers, former Sgt. Jean Bosco Sasita and Second Lt. John Bosco Murenzi have been hunting opponents to tyrant Kagame.
Four major French towns –  Orleans, Lille, Rouen and Toulouse, are a target and Rwandan  living there have been warned.
Sgt Jean Bosco Sasita was an RPA, soldier and eventually worked as an accountant for the G3 department.
He arrives in France in 2006, as a refugee of convenience, with the support of the Kagame intelligence which was using hm to spy on the RPF dissidents based in Uganda and mostly members of the RPR -Inkeragutabara opposition party.
Second Lt John Bosco Murenzi, is a former bodyguard seconded to president Pasteur Bizimungu. He worked for Directorate of Military Intelligence (DMI) services, under the authority of General Jack Nziza,the butcher of Kabgayi, who was personally involved in the killing of at least 3 bishops of the Rwandan catholic church during the 1994 genocide.
While working as a military intelligence operative, Lt Jan Bosco Murenzi also  attended Kigali Institute of Science and Technology (KIST). He is now on an impossible mission in France to assassinate, terrorise, or poison Kagame’s opponents.
Observers say that Paris would retaliate to any attack from the “evil of the Great Lakes.” All Eu security services are on a maximum alert, to thwart Kagame’s plans.
Rwandans stand up! Stop this evil of the Great Lakes before he destroys our beloved mother land.

RWANDA:Rwandan Dictator Paul Kagame digs himself into deeper hole in UK


The British have a saying that “wonders never cease”. This is especially true with the actions of the Rwandan Dictator Paul Kagame. Just when you think you have seen his worst turn, a more shocking one emerges.
When Kagame jetted to London to receive his medal for his “great leadership” from an NGO that does not even operate in Rwanda, there was nothing particularly unusual about that. Kagame has a bottomless hunger for awards and medals. He will travel to the North Pole to receive one – even if given by the penguins, as long as it is a medal.
It turns out, however, that Kagame got more than he bargained for in London this time around.
Kagame Falls in M15 trap
  • When dictator Kagame went to receive the bogus medal from a charity, he fell in trap. The British M15 used the visit to have a chat with the dictator, and showed him hard evidence of taped conversations between Rwandan high level intelligence officials in Kigali and operatives sent to harass and possibly kill Rwandans in UK. It was on the basis of such evidence that the British government informed Kagame in no uncertain terms that he was not welcome to hold a convention in UK that was originally supposed to take place this July.
  • Typically, the Rwandan dictator stormed out of the M15 meeting.
  • The dictator was so annoyed that he almost did not sleep – rushing to the airport earlier than planned, also due to the fact that the British had not provided security for him to clear traffic since the dictator was on a private visit to receive his medals.
  • This is the same Kagame who had earlier at his press conference told the entire world that the Scotland Yard and British intelligence were “incompetent.”
  • When confronted with the taped telephone conversations between top Kagame civilian and military intelligence officials and the operatives in London to do harm to Rwandan Diaspora, Kagame was no longer singing “you are incompetent”. He was now singing, “these Rwandan intelligence were not acting on my behalf”. Of course this did not wash. The Dictator was cornered, and had nowhere to hide, except to storm out of the M15 Meeting.
Mushikiwabo Impossible Mission
Today (Tuesday 12 July 2011), Rwandan Foreign Minister Mushikiwabo is in London on an impossible mission – to control the damage. Here is why she will not succeed.
The British government has banked so much on Kagame’s development agenda. They want an African success story. The Cameron government has recently cut off aid to such countries as Burundi due to corruption. They did not touch a cent of aid to Rwanda of over 80 Million British Pounds annually. But how does Dictator show his appreciation of these millions of Pounds of budget support that goes directly into the Rwandan treasury?
  • Kagame sends his killing machines to the UK. Before he was stopped, he was about to hold a highly intimidating convention where he would award his operatives for the job well-done, namely harassing the Rwandan Diaspora in UK and all over the world.
  • The head of DFID Rwanda office was recently assaulted in Rwanda by Rwandan police during the period where the UK government was warning Rwandans in Britain to improve their own security as Kagame killing machines were likely to do harm. The Kigali regime says it is investigating.
  • Kagame calls British police and intelligence “incompetent” for doing their work.
The Rwandan dictator has lost the plot
Everything around Kagame is in free fall and in a melt-down mode. His PR machine in America and Britain has collapsed, mainly because the dictator has lost his mind, and will only listen to Jeannette Kagame and her government made up of Jack Nziza and Ines Mpambara and other sycophants. This collection of misfits tells the Rwandan dictator what he wants to hear, and not what is right.
The Dictator’s empire is crumbling, and the strategy to save it is in tatters. Jeannette Kagame’s begging mission to Uganda to win over President Yoweri Museveni flops miserably. Mushikiwabo’s mission impossible to the UK will meet the same fate. It is in fact a non-starter.
Free advice to the Rwandan dictator
No matter how hopeless the situation appears, the Rwandan dictator can save his regime – but more importantly save Rwanda from another disastrous episode. Here is free advice to the Rwandan dictator.
  • Have courage for once and take charge of the Rwandan government for which you were supposedly elected to govern for seven more years. Forget your preferred candidate who will succeed you. You do not know if you will survive your term.
  • Put Jack Nziza and company on trial for national and international terrorism – after all you claimed in your M15 meeting that such people were acting on their own without your knowledge when they sent killers to eliminate Rwandans abroad.
  • Tell your wife to stay out of governmental affairs. She is not an elected official. Let her stay in the business of running NGOs, if she is any good at that anyhow.
  • Remove Jeannette Kagame’s stooges from your office, beginning with Ines Mpambara. Such persons cannot run their own homes let alone complex government machinery.
  • Instead of the pathetic conventions that supposedly showcase you as a world leader, prepare for a genuine national convention of all Rwandan leaders, including those you have imprisoned and exiled, and together share wisdom as to how you can save Rwanda.
  • Seek for forgiveness from Rwandans who you betray every day by, among other things, living far beyond available national resources, and lastly:
  • Stop New Times from pedaling vulgar PR on your grand achievements – accomplishments are best experienced than shoved in peoples’ faces. Most people do not believe this garbage. They laugh at you and your newspaper. Whatever you think you may have accomplished, Rwanda is still the poorest nation in East Africa by any definition, save for Burundi

Sixteen years ago, the world watched as Rwanda descended into large-scale violence that left up to a million people dead. This was followed by massive out-migration (nearly half the country), untold amounts of internal displacement, and a deluge of articles, TV news features, movies, and commentary from human rights activists, political leaders, and ordinary people from around the world. 
Exactly what happened during Rwanda’s hundred days of horror?  Christian Davenport has spent more than a decade researching this question. His answer takes all the elements of what has become the conventional story — civil war, genocide, ethnic conflict, refugees, French UN missions, Tutsi rebels, the Hutu army — and combines them in unexpected ways.  His research turns on its head the way we understand Rwanda, political violence, intervention, and the study of conflict itself.
Christian Davenport is a scholar of political conflict, from genocide to domestic spying. He directs two research and action projects: the Radical Information Project and Stop Our States. He is the author or editor of four books: State Repression and the Domestic Democratic Peace, Media Bias, Perspective and State Repression, Repression and Mobilization, and Paths to State Repression.

Today 13 visitors registered with the Kigali maximum prison for a chance to catch a glimpse of Democracy prisoners Madame Victoire Ingabire, Chair of FDU-INKINGI; Bernard Ntaganda of PS Imberakuri; Deo Mushayidi of PDP Imanzi and Charles Ntakirutinka of PDR Ubuyanja. They were ignored for hours until they silently decided to vacate. The opposition members who went to Kimironko prison where another political prisonner, Mr. Sylvère Mwizerwa (Permanent Secretary of Parti Social Imberakuri) is detained disappeared.  From the prison, they were rammed by tailing intelligence operatives.  5 visitors including Mr. Martin Ntavuka, FDU-INKINGI Kigali city leader, were hijacked from Kimironko bus stage. His wife, Mrs. Illuminée Iragena rushed to Kimironko detention facility to inquire the whereabouts of her husband and was arrested together with an old mother.

A lawyer who followed up the case with Kimironko prison administration was told that all the suspects were evacuated by the criminal police for further investigations. Their whereabouts and charges are unknown.  In total 7 opposition members and another person have been transferred to unknown destination: Alexis Bakunzibake, Secretary General of PS Imberakuri in charge of Youth; Jean Baptiste Ikitonderwa (PS Imberakuri); Martin Ntavuka (FDU-INKINGI) and his wife Illuminée Iragena; Ngwabije; Tite Joyeux; Eric; Madame Collette (aged over 60 years old).

After the government decided to isolate all political prisoners since April 2011, their visitors have been intimidated and threatened every single visiting day. The arbitrary arrest is a strong signal to demoralise and abash opposition members so they can leave their leaders in the lurch.

We urge the government to release all political prisoners and to put an end to arbitrary detentions of innocent people.

In Rwanda: What to expect from the divided RPF “family”.

As the saying goes, when two elephants fight it is the grass that suffers. The feud between Kayumba Nyamwasa et al. and Paul Kagame is likely to have a far from pleasant end. The peasants might once again be entangled into a conflict they little understand and as a result, forced to pay a heavy price.

The wrangle between the two heavyweights seems to have reached a point of no return. What is now left is a dog-eats-dog strategy, or an equivalent of the Darwinian survival for the fittest. This was the message directly implied when Kayumba was shot last year in the streets of Johannesburg. Kayumba and his family believe that the government is still trying to kill them. For Mr. Kagame, actions speak louder than words!

But is Kayumba hitting back as well? This is hard to tell. At the moment, there is no clear evidence that this might be the case, although the Rwandan government has accused him of forming terror zones within the country. Knowing that Kayumba was the chief of the Rwandan army for many years, and is still said to be very popular among the ranks of the military, everything is possible. Moreover, some claim that he enjoys very strong ties with the Ugandan government. The thought of him mobilizing a fighting force, no doubt exaggerated at the moment, is not a complete impossibility.

As of yesterday, the government of Rwanda claims to have arrested five dissidents, including a colonel in the Rwandan army. They are accused of planning sabotage attacks against Rwanda under Kayumba’s authority. Of course, such accusations need to be taken with a pinch of salt. After all, these are the exact same charges that are always leveled on political dissidents in Rwanda. If so, it might be the case of a boy crying wolf.

As expected, Kayumba’s vehemently denied any links to the arrested individuals. Because this is the first time that an insider of the ruling Rwanda Patriotic Front (RPF) is wrestling with the regime, it might be hard to tell where the truth lies.

We know that an investigative report released by the United Nations earlier this month refuted any links between Kayumba et al and other fighting groups based in the DRC such as FDLR and RUD Urunana. We also know that it is in Kagame’s best interest to portray Kayumba as a military trouble maker who is threatening Tutsi hegemony by collaborating with Hutu extremists. In Kagame’s threatening words, he is “excrement” that must be eliminated from the body.

As I said in my post earlier, these are troubling times in Rwanda. The “warrior refugees” that once won the praise of Philip Gourevtitch now have guns pointed at each other. They threaten the stability of a country they fought for and some of them have already been exiled again. It is not a pretty sight.

To be honest, Kayumba’s opposition to Kagame bears more hope for democracy than an event in Rwanda’s recent history. Kayumba has challenged Kagame’s totalitarian control in a way that leaves the man humbled. He often likes to say that, “absolute power corrupts absolutely”. By extension, Kayumba, at least in rhetoric, wants the RPF to undergo a process of reformation; which will allow for competitive politics.

Part of Kayumba’s problem with the RPF party is that Kagame has personalized it. He has built a personality cult akin to that of the late Juvenal Habyarimana. As such, Kayumba and other RPF compatriots feel their vision betrayed. They are longing for change.

It needs to be emphasized that the RPF, under Paul Kagame, has been a major stumbling block to democratic reform. They have established complete control over the military, the church and the civil society. They are like the despot king who must die in order for democracy to arise. We also need to be aware that Kayumba et al. were the yesterday’s champions of this corrupted system. But human being can learn from their mistakes. And there are few untainted hands in Rwanda.

I may not be a fan of Kayumba et al., but I think they deserve a chance. After all, they are Rwandans as well and their love for the country is evident. So far, they have been busy trying to spearhead for reconciliation among the Diaspora of Hutus and Tutsis. They efforts seem to be wielding success. In particular, Theogene Rudasingwa, the group’s most vocal member, has shown the willingness to acknowledge the crimes committed by the RPF against Hutu civilians. This is a BIG and unprecedented step—one that needs to be celebrated. By any indications, Rudasingwa looks like a reformed man who is hungry for peace and reconciliation. Rwanda desperately needs more of his kind.

I view the confrontations as a necessary step for Rwanda’s rebirth. It is completely disheartening to think that the peasants will once again bear the brunt. However, can there be gain without pain? Are the peasants better off under a cruel dictatorship? I welcome comments from my readers

‘Plot to strangle Rwandan in SA hospital’

First a gunman shot the exiled Rwandan army general. When he survived, prosecutors say the people who wanted him dead plotted to strangle him in his South African hospital bed.
Prosecutors won't say whether they believe Rwandan President Paul Kagame's government was behind the attack carried out in another corner of the continent.
But on Tuesday as the trial began, prosecutors disclosed that key witnesses are now under special protection in South Africa because they fear the Rwandan government.
Rwandan authorities have angrily denied the allegations of involvement in the June 2010 attack on Lt. Gen. Faustin Kayumba Nyamwasa, and have even hired a South African lawyer to monitor the court proceedings this week in Johannesburg.
“The government of Rwanda doesn't have anything to hide. They're not involved in this,” their lawyer Gerhard van der Merwe told The Associated Press.
Prosecutor Shaun Abrahams refused to say Tuesday whether his case would implicate the Rwandan government. He said the evidence will speak for itself during the complex trial, which is being conducted in English and translated into three other languages:
French, Swahili and Kinyarwanda.
The shooting victim, who has kept a low profile since the June 2010 attack, also faces international war crimes charges linked to the aftermath of the Rwandan genocide - allegations he denies.
Nyamwasa was once Rwanda's military chief before he fell out with the president and went into exile in South Africa last year. He and several other top Kagame aides have since been convicted in absentia on charges that include threatening state security.
Now three Rwandans and three Tanzanians are accused of attempted murder, conspiracy to commit murder and other charges in Nyamwasa's shooting in South Africa. They each pleaded not guilty to the charges Tuesday.
Nyamwasa and other Rwandans living abroad have accused the president of crushing dissent and democracy after he helped to end the 1994 genocide that left more than 500,000 people dead in Rwanda.
In May, British police warned some Rwandan exiles living in the UK that their lives were in danger, and the threat is believed to have emanated from the Rwandan government.
Human rights activists also charged last year that Rwanda's Tutsi-led government was pursuing Hutus in neighboring Uganda. Rwanda's government denied involvement in a series of attacks on Hutu Rwandans in Uganda.
Human rights groups say opposition politicians, journalists and civil society activists have been subjected to crackdowns inside Rwanda as well. Earlier this year, in a case Human Rights Watch said was politically motivated,
Rwanda's High Court sentenced an opposition leader to four years in prison on charges of endangering national security, attempting to organize unauthorized protests and inciting ethnic divisions.
The key suspect in the South Africa case is Pascal Kanyandekwe, a Rwandan businessman. He's also accused of plotting to kill Nyamwasa while the general was hospitalized after the shooting.
Kanyandekwe and four men not linked to the shooting are to stand trial in the hospital plot later this month. He also is accused of bribery after two police officers said he offered them $1 million to let him go when they arrested him in July 2010.
The other two Rwandans accused in the case are Nyamwasa's driver and a former Rwandan soldier, according to prosecutors.
While Nyamwasa portrays himself as a champion of democracy and is a victim in the trial that opened Tuesday, he also faces serious criminal charges.
He and other senior Tutsis are accused of waging an extermination campaign against Hutus in the chaotic aftermath of Rwanda's genocide -charges that Nyamwasa denies.
A Spanish judge in 2008 charged Nyamwasa and 39 other members of the Rwandan military with the mass killings of civilians after they seized power in Rwanda.
A U.N. report last year echoed the 2008 Spanish charges, accusing invading Rwandan troops of killing tens of thousands of Hutus in 1996 and 1997 in neighboring Congo.
South African refugee and human rights groups have gone to court to try to have Nyamwasa's asylum status stripped because of the allegations.
In a lawsuit filed earlier this month, the groups acknowledge it might not be safe for Nyamwasa to return to Rwanda and instead proposed that he be tried in South Africa. -

President Habyarimana protected Tutsis between October 1990 and April 1994 as much as he could

Peter Erlinder, the American lawyer that Paul Kagame, president of Rwanda, imprisoned for three weeks in Kigali on May 28, 2010 has unveiled not well known truth about the prevailing political and security context of Rwanda prior to April 1994 in an article titled The UN Security Council ad hoc Rwanda tribunal: international justice or judicially-constructed “victor’s impunity”?]. The document was published in the De Paul Journal of Social Justice in the fall of 2010. It reveals some facts significantly worth highlighting, particularly for those that RPF propaganda has lied to for years. Among those lies one is about the former president Habyarimana and his regime’s relationship with Tutsis inside Rwanda particularly during the RPF guerrilla war which lasted almost three years and half, from October 1, 2010 to July 4, 1994.

Despite the troubled and war time that the country experienced between October 1, 1990, date of RPF invasion of Rwanda from Uganda, and the day he died on April 6, 1994, President Habyarimana demonstrated a humanity towards Tutsis inside Rwanda that RPF would not dare to credit him for, because this would deprive Paul Kagame, President of Rwanda, of claiming that he has been their saviour. Having said that, Robert Flatten, U.S. Ambassador to Rwanda who was in Kigali during most of the RPF guerrilla war, paints a portrait of Habyarimana’s security measures which significantly limited the impact of the war on Tutsis while he was still alive:
“…leaders from all sides have begun to realize the more terrifying implications of an RPF march to Kigali. No matter how many Hutus the RPF may have representing it, it is perceived in Rwanda as an essentially Tutsi organisation. Should this group break through to Kigali, all the fears of the Hutu majority of again being subjected to slavery or feudal vassalage will be resurfaced. When threatened with the restoration of the feudal system, the Hutus on the collines (hills) will begin to eliminate their Tutsi neighbours. When this happened in 1990….Habyarimana sent an army unit to stop it. When it happened in Bugesera in March 1992, the Gendarmes eventually arrived to encourage the restoration of calm. This was done with an administration and communications in place, neither of which would be the case should Kigali fall to the RPF.”
The assassination on April 6, 1994 of the two Presidents, Habyarimana of Rwanda and Ntaryamira of Burundi, when the aeroplane they were travelling in was shot down while attempting to land at Kanombe airport, was interpreted in many Rwandans’ understanding as the fall of Kigali in the hands of the attacker of the country – the Rwandan Patriotic Front of Paul Kagame. Ultimately Robert Flatten’s predictions became reality: Hutus on hills fearing a restoration of the feudal system and being subjected again to slavery, began eliminating their Tutsi neighbours.
The same way there is nothing like experience, as well there is nothing like bad experience. It is usually said that we learn from our past. But when it’s from an inconvenient one, our learning becomes unfortunate for those who turn into its victims. Peter Erlinder explains:
“The former Rwandan Tutsi aristocracy faced discrimination as foreigners in Uganda, and many of the children of the displaced Rwandan-Tutsi aristocracy (including a teenage Paul Kagame) threw their lot in with the National Resistance Army (NRA) of Yoweri Museveni, who led armed rebellion against the elected government of President Milton Obote that took some 500,000 lives between 1981 and 1986, particularly in the Luwero Triangle.”
Early 1994, the CIA Kigali desk predicted that between 300,000 and 500,000 lives would perish if President Habyarimana was killed. Such predictions were apparently based on the prevailing political and security situation in Rwanda and the whole region. The main supporting factor was particularly the impact of the assassination in October 1993 by Tutsi military extremists of the ever first Hutu President who had been democratically elected in neighbouring sister country of Burundi.
They had done it in the Triangle of Luwero a few years before. And as a consequence Yoweri Museveni got into power in 1986. If with a similar scenario of getting a near close number of casualties, they could get this time power in Rwanda, what could stop them? Paul Kagame and his RPF rebel movement played their cards and got the expected reward: leading the country since July 4, 1994. Now, they and their U.S. and U.K. friends have worked hard since to blame Hutus for most of the killings which occurred starting from the RPF’s invasion of Rwanda from Uganda. But truth and time are catching with the liars.
No one contests the occurrence of the Rwandan genocide. The only cloud remains around the narrative of Kigali about what happened and how events unfolded. The Rwandan government’s story has only so far served to protect its promoters from being prosecuted. On October 2009 the conclusion of the three judges’ panel at the ICTR in Militarly-I 98-41-T cleared of any conspiracy to commit genocide the four most sought after and supposedly master-minders. The judges’ conclusion implies that there are the real planners of the Rwandan genocide out there who are still enjoying impunity.
The 500,000 lives which were killed in the Luwero Triangle between 1981 and 1986 seem to have gone down in history without any justice since President Joweri Museveni of Uganda who was leading the NRA rebel at the time has today spent 25 years in power benefiting from total impunity. The UN Mapping Report has made some dent in Kagame’s impunity about his numerous crimes since his time in Uganda as Chief Intelligence. However, there is a long way to go to make him accountable for his whole responsibility in the Rwandan genocide and many other crimes which characterise his personality. It is ironic how those among leaders in the Great Lakes who behaved humanly ended up and the criminals who got the upper hand. Evil has so far triumphed against good. Let’s hope for the better.

I am writing to you on behalf of the Coalition of Rwandan Community Association in UK.
The Rwandan regime, distraught by the vigilance of the UK intelligence service in tracking its 
death squads is intent on grooming home grown hit men and women in the UK. Under the 
umbrella of the Rwandan Diaspora Convention Europe 2011, planned for the 22-24 th July 2011,
the regime is sponsoring a 5 day ideological education training for the youth (16-29 years old) “
in what is called
 
Itorero ry’igihugu,  aimed at teaching the history of Rwanda according to “the RPF” ideology” .
The militia training is scheduled to take place at the Apex Centre in Bury St Edmunds in the Suffolk County from the 17th to 24 th July 2011.
 
According to insiders in the Rwandan security apparatus, this will allow the regime’s agents 
to identify candidates suitable for more advanced training as political cum military cadres. 
Once trained ideologically and militarily, the regime would no longer need to send out hit 
squads against critics abroad.  According the official programme, there will be 
“PRESENTATION OF YOUTH AWARDS” from 3:00pm-6:00pm on 22nd July 2011.
 
The president of Paul Kagame is scheduled to address this event.
We believe that such a training falls within the definition of terrorist act under the UK law 
which where the Act "terrorism" means among others the use or threat of action where
 
(a) The use or threat is designed to influence the government or to intimidate the public or a 
section of the public, and
(b) the use or threat is made for the purpose of advancing a political, religious or ideological 
cause.
 
The project should be stopped as means of prevention and suppression of terrorist 
activities.
What everyone should be aware of is that the regime of General Paul Kagame
has developed an instinct of self preservation is not short of imagination to make the 
indoctrination process of RPF political ideology look like a patriotic and very progressive 
enterprise. It has used as in the case of Gacaca courts, a traditional institutions Itorero 
ry’igihugu and Intore who woe the public and deceive the international community.
 
To understand the stratagem one needs to look at the choice of names given to the 
ideological school and granduants, namely Itorero ry’igihugu and intore. 

The word Itorero ry’igihugu, a Kinyarwanda word, was borrowed from the traditional 
educational institution for the aristocracy that mentored and cultivated leadership skills.
 
The lessons included History, Philosophy, Sociology, Oral Literature, Applied Ethics, Theology,
Political and Military Sciences, Law, Patriotism, Regional and International Relations. 

The word Intore is given to famous Rwandan dance “Intore, a “dance of heroes”. It is performed 
by men wearing grass wigs and carrying spears. It was a dance performed by returning 
warriors, celebrating victory in battle. At certain stages the dancers stop, with arms outstretched and make blood-curdling battle cries.The training is therefore to produce warriors to fight any dissenting ideology by force. 
 
In Rwanda, this ideological education has been made compulsory. For example in May 2008 local authorities in Gicumbi district in Northern Province sacked over 100 teachers for reportedly refusing to participate in the training that saw over 40,000 primary and secondary school teachers participate: 
 
Let us recall that the word interahammwe which meant “people working harmoniously 
together for a common purpose” referred to Hutu politicians who worked together and 
braved death threats while fighting to exploitative and oppressive monarchical system of 
government. In its creation, the interahamwe were not meant to kill Tutsi but rather formed 
to propagate and defend the political ideas and values of MRND party.
 
Given the past political and violent history of Rwanda and in consideration the recent 
Rwandan government foiled plan by the MI5 to eliminate physically its critics in the UK,
the Rwandan community in UK is extremely worried of the ideological training of Rwandan 
youth in the UK and therefore requests the UK government to impress upon the Rwandan 
High Commission and its affiliated Rwandan community association to stop the training into 
Rwandan into ideological extremism.

Why we should be concerned about Rwanda

For all the façade on stability in Rwanda, there is more than enough proof that the situation might be worsening. Indeed, we should be afraid if not concerned about this tiny central African state with a penchant for ethnic violence.

Someone is beating the drums of war and like a teenager hungry for attention; he wants us to take him seriously. The signs are more ominous than ever. We ignore them at our own peril.

Rwanda has gone through many phases for the last seventeen years since the 1994 genocide. Throughout, violence has been an important and undisputed part of the package. However, the latest signs of violence are in a category of their own.

In the past, violence has for the most part pitted two groups, Hutu and Tutsi against each other. More than ever before, as Kagame’s autocracy worsens, the prospects of a united and multi-ethnic force rising against him are becoming more pronounced. Although the likely protagonists keep denying this, the breeze of violent resistance is very much palpable.

Frantz Fanon in his book The Wretched of the Earth talks about the concept of liberating violence. If violence spreads out the oppressed (Fanon’s primary concern is the colonized), having nothing of value to lose, and are the first to embrace violence. In Rwanda the oppressed are a handful many.

The hope for Fanon is that violence would become the greatest equalizer as the “last become the first”. Many might rightfully say that Rwandans have had enough of this. I am personally skeptical of the likelihood of violence to liberate. However, what is left for Rwandans to try? Is it acceptable that Rwandans hide in exile because they cannot express their views back home? When and where does the cycle of violence stop?

Somehow, as a people, we seem incapable of conceptualizing a life that guarantees equal freedom for all. Paul Kagame is going down in history as just another despot, having failed to reconcile Rwanda and heal the ethnic divide. Even worse, Kagame’s recklessness seems to have divided the Rwandan Patriotic Front, the ruling party. As a testament, his former allies are now his most vicious opponents. They are barking so loud and are eagerly waiting for the chance to bite him hard. If war breaks out, it will most likely be the RPF against the rpf.

Kagame’s former allies and top ranking members of the RPF now describe him as a bloody thirsty dictator with no respect for human life. Theogene Rudasingwa former RPF secretary general and director of Kagame’s cabinet, a Tutsi himself has this to say, “….” Knowing very well that these men fought alongside Kagame during the 1994 liberation war, we do well to give them an ear.

Even harder to ignore at home are assassinations and nihilistic violence. Just before the last presidential elections, Kigali was gaining the notoriety as the city of grenade explosions. Whether this was an inside job as some have speculated or not, it is a highly disturbing precursor. Moreover, several members of the former CNDP, a proxy militia of the Rwandan government based in Eastern DRC, have been executed. High ranking military personnel (most of them Tutsi) are languishing in Rwandan jails accused of treason.

The fallout between Kagame and Kayumba an equally highly respected Tutsi leader might well be the ultimate sign of this instability. The subsequent attempt to assassinate Kayumba brings to light the dangerous and highly alarming inner struggles of power in Rwanda politics. You kill me or I kill you!

Given the inter-ethnic alliances that are blooming, it is likely that the second wave of violence might not be as bloody as the first. That for now is our source of hope. Our politicians do not want to talk, making violence seem rather inescapable.

Rwanda President Kagame Says International Rights Groups Should ‘Get Lost’


Rwandan President Paul Kagame rejected reports this month by Human Rights Watch and Amnesty International that accused the government of denying basic freedoms, saying the organizations should “get lost.”
“I don’t give a damn what they say or what they do,” Kagame told reporters in the East African capital, Kigali, today.
The New York-based Human Rights Watch report criticized Rwanda’s community gacaca courts, which have heard more than a million cases in the years since at least 800,000 people were killed in the 1994 genocide. The courts denied some suspects a fair trial, it said. Amnesty accused the government of using out-dated laws against genocide denial and sectarianism to stifle free speech and punish journalists, human rights workers and the opposition.
The East African nation’s elections last year, where Kagame won with 93 percent of vote, was “marked by a clampdown on freedom of expression,” London-based Amnesty said.
“There is no freedom of expression?” Kagame said. “If you don’t want to express yourself, it’s not my problem. I have given you the tools. Express yourself.”

Government summons foreign envoy over Muzoora’s death

Internal Affairs Minister Hillary Onek said yesterday Uganda has summoned the ambassador of an unnamed neighbouring country to explain the circumstances under which the late Col. Edison Muzoora’s body turned up in Uganda.
But even as he addressed a news conference, there were conflicting signals from government over the matter which has led to the arrest of at least five individuals including officials of the opposition Forum for Democratic Change party.
The Ministry of Foreign Affairs, which is supposed to handle Uganda’s consular relations with diplomats posted here, said it was not aware that any envoy has been called in on this issue. “It is possible but I am not aware of it,” Amb. James Mugume, the foreign affairs permanent secretary, said on phone last evening.
Mr Onek said at a news conference in Kampala yesterday morning that Uganda summoned an ambassador of a neighbouring country, which he did not name, to discuss the issue. Mr Onek said the question Uganda wants answered is whether the late Col. Muzoora sneaked through that country without its authority.
“We want to discuss with that country why this happened through their country, and why they did not inform Uganda and yet they knew what Col. Muzoora was involved in,” Mr Onek had said.
“For the sake of diplomatic harmony between the two states, Uganda has invited the ambassador of that country for interaction on how to address the issue.”
Rwanda, a country which has had a cooling of relations with Kampala over security issues, yesterday denied that its ambassador to Uganda has been summoned over Col. Muzoora’s death.
No communication
Mr John Ngarambe, the first secretary at the Rwandan Embassy in Kampala, told Daily Monitor that they have not received any official communication to this effect. “I have not seen a copy of any such official communication and so can’t say anything about it,” said Mr Ngarambe.
Rwandan ambassador Frank Mugambaje, according to Mr Ngarambe, is out of the country and would not return until the weekend. In 2003, Uganda officials, some directly others indirectly, claimed that the late Col. Muzoora had like other UPDF renegade officers Anthony Kyakabale and Samson Mande fled Uganda through Rwanda -- accusations Rwanda denied.
Before his death, Col. Muzoora was also linked to a shadowy anti-Kampala rebel group, the People’s Redemption Army, which Uganda’s security reportedly suspected was being sponsored by Rwanda – a charge also denied by that country.
According to Mr Onek, Col. Muzoora entered Uganda on May 5 and died on May 27 in the home of William Mukaira, the Bushenyi District FDC chairperson. Assistant Inspector General of Police Asan Kasingye confirmed that Abel Kacwano, Obed Musinguzi a.k.a Sebagala, Deus, Boniface Mumbere, William Mukaira and Dr Aggrey Byamaka are being held as suspects in the colonel’s death.
The police also said all suspects were in its custody. Until yesterday, it had maintained that it did not know the whereabouts of Dr Byamaka even as the army said they had handed him over to the police.
Mr Onek said the government doubts the credibility of the initial postmortem report since it was prepared by one of the suspects, Dr Byamaka.

SOUTH AFRICA:Local intelligence operatives are hunting down Rwandan death squads operating in South Africa.


The hitmen have been dispatched to South Africa to assassinate an exiled general who is allegedly plotting to overthrow the regime of President Paul Kagame.

City Press has learnt that the National Intelligence Agency (NIA) has over the past year thwarted several attempts by Rwandan intelligence operatives to find and kill Lieutenant-General Faustin Kayumba Nyamwasa, the former Rwandan army chief.

Nyamwasa, once one of the most powerful men in Rwanda, was shot and wounded in Joburg in June last year when a Rwandan agent came to South Africa and hired Tanzanian gunmen.

City Press can also reveal that the presence of Rwandan death squads in South Africa has triggered a diplomatic crisis between Kigali and Pretoria.

The latter recalled its high commissioner in Rwanda a year ago and has not returned him, while the Rwandan high commission in Pretoria is also without a high commissioner.

The South African secret service chief, Moe Shaik, has over the past year been dispatched to Rwanda several times to dissuade Rwandan intelligence commanders from sending their hitmen to South Africa.

Approached for comment, Shaik referred City Press to NIA spokesperson Brian Dube, who did not respond to questions.

Nyamwasa was once a close ally of Kagame but became his prime enemy when he was recently instrumental in forming the Rwanda National Congress, which is intent on ousting the president.

Nyamwasa was last year granted political asylum in South Africa and is currently under witness protection in a safe house.

City Press was told that further evidence emerged of Rwandan death squads last week when an alleged agent was arrested in Kampala, Uganda.

The agent had a large amount of money on him, carried a gun and had three passports, one of which included a South African visa.

The Rwandan government did not respond to any requests for comment.

Ugandan president Yoweri Museveni bought the top-of-the-range Gulfstream G550 private plane in the same year ministers gave his poverty- ravaged country £70million.
During the same period Uganda also received around £57million from the UK through the European Union.
The autocratic 67-year-old leader – currently facing criticism for launching a violent crackdown against protesters demanding an Egyptian-style uprising – received the cash under the Labour government in 2008-09.
Mr Museveni, who fought an election with posters depicting him as Rambo, bought the new 562mph plane while millions of civilians struggled to feed themselves.
The Gulfstream G550 can carry 18 passengers in comfort and has been dubbed the ‘world’s most versatile and stylish ultra-long-range jet’. 
The revelation highlights the controversy of hard-pressed British families being asked to fork out higher taxes to pay for spurious aid projects.
The EU has been criticised by auditors for failing to measure the impact of the handouts, with much of the money lining the pockets of corrupt regimes.
The Government has carried out a sweeping review of how aid money is distributed and spent. In future, funding will be targeted on sectors, such as health and education.

President Museveni was involved in the war that deposed brutal tyrant Idi Amin in 1979 and has led Uganda since 1986.
But recently the ex-guerilla fighter has been dogged by charges of corruption.
In 2005, health charities suspended some grants to Uganda, citing alleged financial mismanagement and last year the EU cut budget support to Uganda amid serious fears the regime was pocketing funds.
His presidential election victory in 2006 was condemned after the arrest on treason and rape charges of his main rival, Dr Kizza Besigye.
And in April, Mr Museveni’s military police attacked protesters amid growing unrest sparked by rising food and fuel prices.
A source close to Mr Mitchell said: ‘This issue dates back to the previous Labour government, who simply weren’t tough enough on waste and inefficiency.
‘There has been an overhaul of the aid programme since then.

The NRM - The government of the few, by the few and for the few

The last Presidential elections were a complete waste of time, a total farce and a waste of resources. With Yoweri Museveni safely holed in State House for another five years, Ugandans who thought that things would change on the ground can go and hang. This is the same old Museveni and its business as usual in Kampala.

In Museveni's Uganda where prices have dramatically increased and the government says they have nothing to do with that increase, we can all laugh as well as get angry with them for the worst is yet to come. Museveni and his NRM have no economic solutions to these price increases.

While it is agreed that a rise in global oil prices played a part in the rise of our food and transport costs in Uganda, I wish to point it out here that the biggest single contributor to our pricing problems is the complete lack of government strategic planning, poor government policies and high taxes.

In Uganda where the population (demand side) has been growing over the last 10years at a rate of about 3.4% and food production (supply side) been growing at a rate of about 2.3%, it is not a coincidence that food prices are skyrocketing. We had no planning in place over the years on how to reverse this deficit. We have been living with this time-bomb for as long as 20yrs in Uganda today.

All these growth rates were happening in the country where 80% of the population lives in the rural areas and is directly involved or employed in the agricultural sector. However, agriculture regularly takes one of the smallest slices of the country's budget yet Defence, Security and State House together take almost 48% of the entire national budget year on year.

Any sensible and competent government should have known that the demand of local foods in the country is outstripping the local demand for those very products. That should have galvanised the political leadership of the NRM to put policies in place that should have affected the supply side.

Ironically, we are now beginning to learn that for over five years State House has failed to account for the 300 million Ugandan shillings they took for poverty alleviation.  This beggars the question: Why is State House taking funds for poverty alleviation and not some other government ministry? Out problems in the country, starts with Museveni the person and Museveni the head of state. His government pursues policies that are meant to sustain him in power at whatever cost and maintain his grip on the throats of every Ugandan. The NRM pursues policies that are not meant to help the poor or pull the poor out of their poverty graves.

In the last parliament alone, If we had facilitated and subsidised the local  farmers to buy new improved seeds, fertilisers, tractor hires, provide facilities for irrigation in some areas as well as invest in research and development, sensitisation and education of these farmers, the supply of food in the country would have outstripped demand and prices would be low by now.

I am not surprised that many Ugandans are feeling the pain in their pockets due to increases in food prices and transport costs. Fuel prices have gone up. The government is refusing to help the people by reducing fuel duty instantly so as to provide a temporary respite to the struggling transport sector.

Now instead to tackling the problems at hand, Museveni and his NRM want to spend a huge $174 million of tax payers' money on the purchase of war planes. The rationale for such huge government expenditure is not backed up by facts on the ground.

As if that was not bad enough, Museveni and his NRM are now hell bent to ensure that the ordinary people don't demonstrate against these economic injustices this government has presided over for the passed 20years.

With the Walk-to-Work demonstrations being violently suppressed daily by a combination of the Army and police, innocent lives are being lost at the hands of this barbaric regime in Kampala.

Opposition politicians are being picked up daily and clobbered like petty criminals by the Museveni's brutal machinery simply because they are exercising their democratic and constitutional rights. It now looks illegal to walk on Ugandan roads. People like Kiiza Besigye, Norbert Mao and many others have already tested the menu on Museveni's military kitchen government.

Museveni clearly want show Ugandan that he is a determiner of life and death in Uganda. Innocent blood is being spilled every day, by the security forces on Museveni's orders, in the country as he suppresses peaceful demonstrations. What he forgets is that this in time will strengthen the resolve of Ugandans to demand that the regime be brought to account as we have witnessed in Northern Africa and in the Middle East.

Funny enough, any police or army officer who diverts from the official prescribed State policy of suppressing the wanainchi would be reprimanded, demoted or/and transferred. The boss of Jinja Road Police station is already a sacrificed lamb simply because he didn't follow the presidential order to clobber opposition leaders trying to walk on Kampala streets. By allowing the UPC boss Olara Otunnu to walk unimpeded, the Jinja Road Police Boss signed his own demotion and transfer instruments.

Such actions (as faced by the boss of Jinja Road police Station) should act as eye openers to independent minded security officers. It is time for any free thinking security officers to align themselves with the suffering majority rather than with the regime as they could well be indicted by the ICC soon.
