RWANDA:We receive serious threats, says Rwandan opposition

Rumours about Rwandan refugees and exiles receiving threats, mysteriously disappearing or being murdered are nothing new. However, as Rwandans are becoming increasingly critical of the government, opposition leaders warn that Kigali may pose a more serious threat, even in Europe. British police recently warned two Rwandans that they may be at risk of being assassinated by their government. But are these concerns justified?

About 300 Rwandans from Europe attended the public meeting ‘Agenda for change’ in Brussels, capital of Belgium, organized by FDU-Inkingi (United Democratic Forces) and RNC (Rwanda National Congress) last Sunday. Members are happy to meet again and greet each other warmly, but it is time for serious talks.
The rage over the detention and prosecution of Victoire Ingabire, leader of the FDU Inkingi and candidate at the 2010 presidential election in Rwanda, has stimulated opposition parties to take action. “It is necessary, but also causes a major problem” says Charles Ndereyehe, FDU-Inkingi politician who lives in The Netherlands. “Many refugees openly challenge the regime. Lately the Rwandan government has been threatening opponents in Belgium, France, and recently in Great-Britain.”
“It’s a worsening issue” adds Gérard Karangwa Semushi, vice president of PDP-Imanzi (PDP =Pacte de Défense du Peuple, People’s Defense Pact), also an inhabitant of The Netherlands: “Not only are they hunting for opponents, they have found new methods to commit murders, like poison.”
Valid allegations?
In May 2011, the British newspaper The Independent revealed that the Rwandan government was allegedly planning to assassinate two dissidents in Britain for being critical about the regime. Both attended the meeting in Brussels. One of them is Rene Mugenzi, who publicly criticized Rwandan president Paul Kagame on television. He was warned by The Metropolitan Police that he faced a possible threat of assassination. “It was much unexpected” says Mugenzi. “I knew I have divergent ideas, but I had no idea they would want to kill me”.
The Rwandan Government denies all allegations. Immaculee Uwanyiligira, Rwandan ambassador in The Netherlands: “These indictments do not make sense at all. Why would it be in our interest to damage our own reputation? Frankly, why would we commit a terror act to a friendly country? We have a good relationship with Britain. Why would we upset that relationship?”
Danger in the Netherlands
What about potential threats in The Netherlands? Wim van der Weegen, spokesperson for the Dutch Ministry and Security and Justice, told RNW that the ministry is aware of what happened in England, but they did not comment about possible threats to Dutch residents. “If people are threatened, we recommend they go to the police. We are always alert for possible danger, in any form whatsoever.”
“The opposition party is very politically motivated.” Says Uwanyiligira. “This strategy is part of their campaign. They are trying to dismantle the solid reputation Rwanda has built since the genocide. There is nothing to worry about in the Netherlands.”
Ndereyehe admits he has not been directly threatened in The Netherlands; therefore it has not been necessary to alert the Dutch police. “But still, I watch my step.” He says. “I hope The Netherlands remain vigilant, that they also communicate with other European countries.”

Also according to Karangwa Semushi danger may still be lurking around the corner: “We strongly suspect that there are some invaders in the Netherlands who keep an eye on the opposition. How come I'm so sure? Let’s just say we have our own sources, including from Kigali.”
Life is still normal
It seems that for the time being there is no reason to raise the alarm bells in Europe, but nevertheless the Rwandan Diaspora remains vigilant. “The police have taken specific measures to secure me, but I don’t feel very safe.” Says Mugenzi. “At the same time, life is still normal. Sometimes I think about it, but I try not to...otherwise I can’t move on.”

Victoire Ingabire’s daughter calls for world pressure on Kagame

AfrobeatRadio/Ann Garrison: Victoire Ingabire left Rwanda almost two years ago in January 2010 to return to her native Rwanda in hopes of challenging Rwandan President Paul Kagame in the country’s 2010 presidential election. Her party was not allowed to register, she was not allowed to run, and she has spent the last year not as the president of Rwanda, but as a prisoner in Kigali’s 1930 maximum security prison. Paul Kagame secured 93 percent of the vote in Aug. 9 polls obviously staged to legitimize his presidency, with no serious challengers running against him.
Ingabire’s case has received little international press, despite its significance to the entire Great Lakes Region of Africa, most of all the Democratic Republic of Congo, a country that many now fear may be on the brink of civil war. With us to talk about this today is Victoire Ingabire’s daughter, Raissa Ujeneza, who is now studying international and European law at The Hague University in the Netherlands.

Welcome, Raissa. This is the second time I’ve spoken to you about your mother’s imprisonment in Rwanda during the Christmas holiday season and I very much hope it will be the last. Raissa: Hi, Ann, Ann Garrison. Yes, I hope so too that this is the last time we speak about the case and my mom being in the prison.
AR: Could you explain why your mother has been in prison for over a year now in Kigali?
Raissa: Yes, my mother has been over a year in maximum prison in Kigali. First she had to await her trial, which started in June this year, and she has been accused of genocide ideology, collaboration with a terrorist group, divisionism, spreading rumors and inciting the population to rise against the regime and creating a rebel army to overthrow the government by force. These are all just politically motivated accusations. All oppositions that have tried to go against the government in Rwanda have all been prosecuted and murdered and this case is not any different from all the others.
AR: And could you explain why this is significant not only in Rwanda but in the rest of the Great Lakes Region of Africa, particularly the Democratic Republic of Congo?

Raissa: Yes, Rwanda has played a huge role, actually, in the conflicts going on in the Great Lakes area, and this has to do with the politics of course. As long as there is no democracy in Rwanda, this will influence the issues going on in that Great Lakes area, for those countries also collaborate together. And also in Congo, as we have seen, democracy is far to be found. AR: Do many people there in the Netherlands seem to perceive the connection between your mother’s trial and the ongoing catastrophe in the Democratic Republic of Congo, which has seen at least 6 million war dead in the past 18 years?
Raissa: Well, most of the people don’t link it together, but the ones that do link it together, those who are familiar with the Great Lakes area, know that the conflicts of Rwanda and Congo are connected. Since the ‘90s, Rwanda has been in an unstable situation. This has influenced, of course, what has been going on in the Congo. A lot of conflicts and wars have been going on also in the area of the Congo. The population there is not content with the government and this is understandable, seeing how they repress the people of the Congo and Rwanda in the areas between those two countries.
AR: What is the news of your mother’s trial?
Raissa: The latest news. Well, she’s still awaiting her trial, which actually is being postponed for several reasons all the time. The latest news that I know is that she is being taken care of, but in which circumstances again – knowing that she is innocent, knowing that she should be getting her freedom back, they are still giving her not that right, which she really deserves.
AR: Are you and your father and two brothers allowed to speak with her on the phone?
Raissa: No, we are not allowed to speak to her.

AR: Are you allowed to write to her? If we here at AfrobeatRadio or anyone else listening wanted to write to her, would that be possible?
Raissa: People who want to write her can do so, but all letters have to go through the security there, of course. And this being her family limits us to have any privacy in contacting her, and herself, she hasn’t been able to write us back. But those who want to write her can write her and I would actually encourage them to do so, for knowing that she has support outside will also strengthen her to continue this struggle for peace and democracy in Rwanda.
AR: How is your family holding up this Christmas, the second Christmas since your mother has been in prison?
Raissa: It is – it is very difficult. Of course we want to see her here. We just pray that she is holding herself strong, being there. At least we have each other here, but she’s alone there. So we just have to pray and have faith.
AR: And what about your young brother, Riszt Shimwa? I’m not sure I’m pronouncing his name properly but I believe he’s 10 years old. How is he holding up without his mom, and does he realize that she’s an icon of freedom and democracy to people all over the world?
Raissa: Yes, Riszt is 9 years old right now. He is quite brave. I would say he has that from my mother. He knows her situation and he understands that she is in prison, and he understands also that in his perspective, she’s a hero for the Rwandan people, for she is trying to free them from the conditions that they’re in, which are not good. But to the seriousness of the case, I don’t think he really understands that, of course, at his age.
AR: Is there anything anyone can do to help advance the cause of securing your mother’s freedom?
Raissa: Yes, the international community can put pressure on the regime of Paul Kagame. He should be allowing oppositions and giving them a chance to compete with him. Freedom of speech is on a low level and actually no level, basically, in Rwanda, and this must change. And the international community can put pressure on the government there in Rwanda to change this – as we have seen in Burma, with Aung San Suu Kyi. Her case actually is quite similar with my mother’s case and we have also seen that the pressure from outside managed to have influence within the country and for the better. I really do believe that this can also be the case in Rwanda.

AFRICA:THOMAS SANKARA AND FOREIGN AID IN AFRICA!!

Last night someone suggested we write a piece about self help or personal responsibilities. Funny enough, the first person that came to my mind (for some reason) was Thomas Sankara!! While waiting for the self help and personal responsibility article to materialise, please allow me to share with you the following piece.
I have heard of Thomas Sankara's work for a long time now. Actually, when talking to an older generation of Africans; one cant help but sense that he was one of those mythical figures. To those who are not very familiar with Sankara; the following are some of the highlights attributed to him during his leadership in Burkina faso.

He was the first African president from a French colony country to challenge their foreign policy.
Before Thomas Sankara, Upper Volta was the name the French had given Burkina Faso. When Sankara took over at the tender age of 33, He renamed the country to Burkina Faso meaning land of the "Upright Man".
His foreign policy was centred on anti-imperialism or afro-imperialism and he immediately refused foreign aid and through his leadership Burkina Faso become one of the (if not the) only country in Africa to ever feed itself in less than four years.
He was widely renown as the father of "women emancipation" by becoming one of the first presidents in the world to promote women rights. He made it possible for women to enter the work force and take on ministerial positions and join the military; something that was unheard of then. Further, he outlawed female genital mutilation, forced marriages and polygamy during his short time as President. Something that was unthinkable in early 80s.
He was the first African president to refuse that his Picture be displayed in all public places and private businesses citing that there was 7 million Sankara's (7 million meaning the population of Burkina Faso)
He reduced hefty salaries of all public servants, his own salary and forbid the use of expensive chauffeurs and 1 st class airline tickets by bureaucrats with expensive tastes.
He opposed foreign aid saying that "he who feeds you, controls you".
He called on all African nations to refuse to pay their foreign debt. He argued that poor nations and the exploited people of the world did not have a duty to repay money to the rich and those who had exploited them.
He refused to use air conditioning in his office stating that such luxury was not available to every citizen.
He lowered his salary to $450 a month and limited his possessions to a car, four bikes, three guitars, a fridge and a broken freezer. He is known to have been the poorest president while he lived and on his death.
He launched a nation-wide public health campaign ‘Vaccination Commando’ which in a period of only 15 days in November 1984, completed the immunization of 2.5 million children against meningitis, yellow fever and measles. A world record to date.
Sankara was also a renowned environmentalist. He planted over ten million trees to halt the growing desertification of the Sahel and established an ambitious road and rail construction program to “connect the nation together. THE SPEECH OF THOMAS SANKARA VIDEO”

So one might ask, what does Sankara has to do with personal responsibility, self help or even foreign aid for that matter!! Well, as his widow Mariam Sankara puts it, "Thomas knew how to show his people that they could become dignified and proud through will power, courage, honesty and work". He advocated that Africans get out of foreign AID and learn how to be self sufficient. If you listen to the following videos, you will hear that message from the man himself. As many other great leaders before and after him, his view of Africa crushed with those of the imperialists and lead to his assassination in 1987 after he had delivered the following speech to the African Union delegates.

Les soutiens de "ce tueur en série" devraient se dépecher de le reprendre avant qu'il ne commette de nouveaux dégats ! C'est le souhait le plus intime du peuple Rwandais .

Un événement annuel faussement baptisé « Dialogue national » vient d’avoir lieu. Il n'est ni national, ni même un dialogue. Paul Kagame et son FPR - une minorité au sens politique et ethnique – exploite cette occasion pour harceler les Rwandais ne faisant pas partie de sa clique qui ne cesse de diminuer, et les étrangers qui soulèvent des questions sur la crise actuelle des droits humains et de la gouvernance au Rwanda.

Le monologue de Paul Kagame était presque exclusivement dirigé contre tous les étrangers, principalement les Etats-Unis (dont l'Ambassadrice Susan Rice qui a critiqué le manque de démocratie et de liberté de la presse ainsi que les violations des droits humains) et la Belgique. Sa liste d'ennemis incluait aussi les suspects habituels : les journalistes et les militants des droits humains. Cependant , c'est la critique de l’Ambassadrice Rice qui a eu droit aux mots les plus durs et aux insultes de la part de Kagame : intrus, absurdité, joker, menteur, « deux poids deux mesures », « masquaradeurs », etc.

Le discours de Kagame est très difficile à analyser. Dans le passé, j'ai travaillé très dur pour aider le président Kagame à préparer ses discours, tant sur le fond que sur la forme. Il ne s'est pas avéré être bon un étudiant, même entre les mains d’autres personnes ayant plus d'expertise que moi.

Ce week-end, je rendais visite à des amis quand quelqu'un a essayé de me convaincre d'écouter le dernier discours de Kagame. J'ai hésité, car j'ai presque cessé de lire ou écouter les discours de Paul Kagame. Il ment trop. Il n'a aucun respect pour les Rwandais. Concernant les nombreux problèmes du Rwanda, s'il n'est pas leur source, il les complique ou n'a pas de solutions à offrir. J'ai succombé à la pression de mon ami et me suis livré à l’agonie d'écouter les trente minutes rappelant très péniblement que le Rwanda est devenu un Etat sans homme d’Etat.

Tout d'abord, sa pauvreté d'idées remonte clairement à la surface. En l'écoutant, dans une certaine mesure, je pensais que j'étais à l'écoute d'un Idi Amin réincarné. Il se demande si les Rwandais sont sourds, s’ils n'ont rien à dire, ou si quelqu'un les empêche de parler. Puis il passe subitement à l’ancien Roi Mutara Rudahigwa. Puis à l'Afrique et son « entreprise de mendicité ». Et ainsi de suite. En psychiatrie, on appelle cela une «fuite des idées», typique des états dans lesquels les patients ont à la fois de grandes illusions d’eux-mêmes, la paranoïa que tout le monde est contre eux, et des idées qui ne semblent pas avoir de connections.
Deuxièmement, ses mensonges, tromperies et dénégations ne sont que trop évidentes. Il tente de rallier les gens autour de lui en utilisant le génocide, Bagosora et les échecs de la communauté internationale. Il ne se rend pas compte que la même communauté internationale qu'il insulte maintenant (en particulier les Etats-Unis et le Royaume-Uni) l’a trop protégé pour ne pas rendre compte des crimes de guerre, crimes contre l'humanité (Rapport Mapping de l'ONU) et terrorisme (attentat contre l'avion de Habyarimana). Sans quoi, Kagame serait maintenant en train de croupir en prison, aux côtés de Bagosora. Ses attaques sont calculées, toujours pour intimider la communauté internationale du fait qu'il y a actuellement un élan nouveau et implaccable pour lui faire rendre compte de ses crimes.

Troisièmement, son sentiment de frustration et de colère transparaît sous forme de mots durs et d’insultes. Nous connaissons tous ce type de comportement de notre part ou de la part de nos enfants une fois pris en flagrant délit. Mais Kagame est un cas particulier. Les Rwandais et les étrangers ont besoin de comprendre que l' état d'esprit de Paul Kagame est celui d’un tueur en série et meurtrier de masse, et cesser de traiter avec lui comme avec un être rationnel normal. Égocentrique, il s’enferme dans son propre monde, et tout le système politique et admistratif rwandais est construit sur mesure, à son image.Le roi est nu, mais les applaudissements incessants de la foule continuent de lui dire qu'il est merveilleusement habillé.

Kagame est comme un chauffeur sur une autoroute, conduisant à contre-sens. Sa vitesse est excessive, ses passagers (des otages) retiennent à peine leur souffle mais gardent le sourire et l’applaudissent. Les autres conducteurs se demandent ce qui se passe, la police se démène pour arrêter le chauffeur fou, alors que lui, des haut-parleurs montés sur son «Bus Rwanda», il demande, «we ni nani? » « Qui es-tu? ».

Dans l'histoire et dans les temps modernes, les hommes d'Etat efficaces font trois choses. Quand ils sont nés et ont forgé leur caractère dans les moments difficiles, ils aident leurs concitoyens à surmonter la peur. Ils le font en combinant une dose suffisante de stimulus de sorte que les gens sortent de leur zone de confort pour agir, en s'assurant qu'ils ne soient pas paralysés par la peur. Deuxièmement, un homme d'Etat incarne l'espoir d'un peuple, de toute une nation. Sans un tel espoir, sans une telle vision, les gens périssent (en kinyarwanda, bapfa bahagaze). Enfin, et surtout, un homme d'Etat a un grand coeur, pour accueillir tout son peuple / toute sa nation avec ses défauts et ses forces.

Le président Kagame n'est pas un tel homme d'Etat. Il a soumis à la peur toute la nation rwandaise, les pays voisins du Rwanda et la communauté internationale. C’est un homme mesquin qui éprouve de la fierté à tuer et à diviser les Rwandais.

Concluant son monologue, Kagame a dit qu'il n'a jamais été vague dans sa vie : « Ce que vous voyez est ce que vous obtenez. ». En bref, il nous dit, à chaque rwandais : « Tu peux mourir, avoir peur, désespérer, croupir en prison et en exil .... Je ne m'en fous. Qui es-tu ??.»

Bismarck, le Chancelier allemand « de sang et de fer » qui a unifié l'Allemagne est célèbre pour avoir déclaré que la qualité d’un homme d'Etat consistait à écouter attentivement les traces de Dieu à travers l'histoire et à marcher avec Lui sur quelques étapes du chemin. Kagame n'a ni l'humilité, ni la capacité de voir les pas de Dieu, ni de marcher avec Lui, même sur une seule étape dans la bonne direction.

Maintenant que Kagame est contre les Rwandais, les étrangers et Dieu, qui est pour lui? Son discours sera classé parmi ses pires et ses derniers ; et c’est sûrement un signal, pour lui-même et pour nous, que le compte à rebours final a commencé.
