Dix-huit députés, en grande majorité de l’UMP, viennent d’interpeller par courrier Nicolas Sarkozy sur ses relations avec Paul Kagame, le président du Rwanda, qui sera en France du dimanche 11 au mardi 13 septembre pour une « visite de réconciliation ». Dans cette missive dont La Croix a eu connaissance et rédigée à l’initiative de Michel Voisin, député UMP de l’Ain et vice-président de la Commission défense de l’Assemblée nationale, les signataires dénoncent les « accusations » régulièrement portées « à tort » par Paul Kagame « concernant la participation active de l’armée française au génocide rwandais ».

En cause, l’opération Turquoise, menée par 2 500 soldats français et 500 soldats envoyés par sept pays d’Afrique, du 22 juin au 21 août 1994. Alors qu’un génocide se poursuivait au Rwanda, tuant des centaines de milliers de Tutsis et de Hutus modérés, et alors que les forces du Front patriotique rwandais (FPR) dirigées par Paul Kagame menaient une offensive qui allait les conduire à la victoire, l’opération Turquoise eut pour but de protéger les populations civiles, selon le mandat de la résolution 929 du conseil de sécurité de l’ONU.

Soulignant « le professionnalisme et l’investissement sur le plan humain de notre armée » dans ces circonstances tragiques, les 18 députés souhaitent que, durant sa visite, Paul Kagame « non seulement cesse » ces attaques, mais aussi « reconnaisse le rôle positif que ces militaires ont joué ». Mercredi 7 septembre, en marge d’un déjeuner à l’Élysée avec les parlementaires de droite, Nicolas Sarkozy avait laissé entendre que tous les sujets pourront être abordés lors des discussions entre les deux chefs de l’État.

RWANDA:Rwanda butcher Kagame invades France


A Kagame killing cell has been discovered in France. French security officials say that two former RPA soldiers, former Sgt. Jean Bosco Sasita and Second Lt. John Bosco Murenzi have been hunting opponents to tyrant Kagame.
Four major French towns –  Orleans, Lille, Rouen and Toulouse, are a target and Rwandan  living there have been warned.
Sgt Jean Bosco Sasita was an RPA, soldier and eventually worked as an accountant for the G3 department.
He arrives in France in 2006, as a refugee of convenience, with the support of the Kagame intelligence which was using hm to spy on the RPF dissidents based in Uganda and mostly members of the RPR -Inkeragutabara opposition party.
Second Lt John Bosco Murenzi, is a former bodyguard seconded to president Pasteur Bizimungu. He worked for Directorate of Military Intelligence (DMI) services, under the authority of General Jack Nziza,the butcher of Kabgayi, who was personally involved in the killing of at least 3 bishops of the Rwandan catholic church during the 1994 genocide.
While working as a military intelligence operative, Lt Jan Bosco Murenzi also  attended Kigali Institute of Science and Technology (KIST). He is now on an impossible mission in France to assassinate, terrorise, or poison Kagame’s opponents.
Observers say that Paris would retaliate to any attack from the “evil of the Great Lakes.” All Eu security services are on a maximum alert, to thwart Kagame’s plans.
Rwandans stand up! Stop this evil of the Great Lakes before he destroys our beloved mother land.

Assassinat de Sankara : les députés Burkinabè interpellent les parlementaires français

Le parlement français doit maintenant prendre ses responsabilités
Douze députés Burkinabè demandent aux parlementaires français une commission d’enquête parlementaire pour élucider l’assassinat de Thomas Sankara.
Depuis octobre 2007, soit depuis plus de 13 ans, des procédures judiciaires ont été lancées au Burkina Faso   pour que soit élucidé l’assassinat de Thomas Sankara à travers le comité International Justice   pour Thomas Sankara.
Devant les tergiversations de la justice   burkinabé, une procédure avait été lancée auprès du comité des droits de l’homme de l’ONU.

En avril 2006, le Comité des Droits de l’Homme de l’ONU, saisi par le Collectif Juridique de la Campagne internationale Justice   pour Thomas Sankara (CIJS) au nom de la famille, donnait raison aux plaignants et, demandait à l’Etat burkinabé d’élucider l’assassinat de Thomas Sankara, de fournir à la famille les moyens d’une justice   impartiale, de rectifier son certificat de décès, de prouver le lieu de son enterrement, de compenser la famille pour le traumatisme subi, et de divulguer publiquement la décision du comité.
Le 21 avril 2008, le comité des droits de l’homme de l’ONU, en contradiction totale avec la décision précédente a clos le dossier sans qu’une enquête n’ait été diligentée.
Une nouvelle procédure a été lancée en octobre 2009 pour demander le relevé des empreintes génétiques du corps présumé de la tombe présumée de Thomas Sankara.
L’Etat en a rejeté la demande.
Parallèlement à ces procédures lancées devant la justice burkinabé, des documentaires, des articles de presse et des témoignages évoquent la responsabilité de la France   dans cet assassinat.
En décembre un collectif d’associations lance une nouvelle campagne intitulé « Justice pour Thomas Sankara Justice pour l’Afrique » appuyée par un appel (voir à l’adresse http://www.thomassankara.net/spip.p...) qui réclame notamment l’ouverture des archives de plusieurs pays dont la France  .
Cet appel a été signé par 6600 personnes et a déjà reçu le soutien de nombreuses personnalités, associations en provenance de différents pays.
On note en France la signature des partis NPA, Les Verts - Europe Ecologie, PCF et Parti de Gauche aux côtés de très nombreuses associations et personnalités.
La lettre [voir ci-dessous] demande l’ouverture une enquête parlementaire. Elle est déjà parvenue aux présidents du Sénat, de l’Assemblée Nationale et des différents groupes parlementaires.
Les initiateurs de la pétition ont entamé des démarches avec certains parlementaires français afin que soit maintenant demandée officiellement l’ouverture d’une information parlementaire, la première étape vers une éventuelle commission d’enquête parlementaire.

La lettre des députés Burkinabè demandant aux parlementaires français l’ouverture d’une commission d’enquête parlementaire sur l’assassinat de Thomas Sankara.

Cette lettre, datée du 26 avril 2011, sous l’égide du Chef de l’opposition, M. Benéwendé Sankara, Président de l’UNIR PS, mais aussi avocat de l’a famille Sankara, est signée par douze députés issus de différents partis.
On trouve parmi les signataires, M. Arba Diallo, arrivé second aux dernières élections présidentielles avec 8% des voix, M. Sankara étant 3ème avec 6%.
Le parlement français doit maintenant prendre ses responsabilités.
L’acceptation d’une telle enquête serait un geste fort d’amitié envers le peuple burkinabé qui s’est soulevé pendant près de 2 mois et demi contre le régime, particulièrement les jeunes, auprès de qui Thomas Sankara est très populaire.

IMF Chief, Strauss-Kahn's Alleged Sex Attack Victim Is African Woman From Guinea

The alleged rape victim of Dominique Strauss-Kahn, the Managing Director of the International Monetary Fund (IMF), has been identified as an African immigrant from Guinea, a country once colonized by the French.
New York Police said the woman, 32, had already identified the suspect from a lineup that included five other men.
The alleged sexual attack at the Times Square Sofitel by a man with a formidable opportunity to be the next French president on the platform of the Socialist Party, is shifting focus to the sexual abuse of African women dating back to the colonial days.
But it is also ironically underscores years of failed economic policies championed by the IMF on the African continent, the very reason that increasing numbers of Africans have become vulnerable second class citizens in Western capitals, often exploited as sex slaves, maids and nannies by powerful capitalist oligarchs.  
Whereas most African families live on one dollar per day, Mr. Kahn was soaking in luxury in a lavish $3,000 per night hotel suite.  That amount alone, without even one French cigar, croissant or a shot of cognac added to the bill, equals the daily sustenance of 3,000 African families in Guinea today.
This is at a time that the IMF is continuing to force African governments to cut programs for the poor through Structural Adjustment Programs and other controversial economic policies such as devaluation of national currencies.
Meanwhile, Mr. Strauss-Khan is assembling an all-star defence team to be led by Benjamin Brafman, famously remembered as Michael Jackson's pre-eminent lawyer.   He appeared in a New York court today, but his lawyers said he would plead not guilty to charges of a criminal sexual act, attempted rape and unlawful. 
Also, in Paris, a female writer is reportedly considering a formal complaint against Mr. Strauss-Khan from a similar assault upon her in 2002.
Until he stepped out of the shower naked in his swanky hotel suite on Saturday and reportedly tried to rape the Guinean immigrant, Mr. Strauss-Kahn was the Socialist early favorite in next year’s French presidential race.  That ambition is now in tatters, as is his international power base at the IMF.
A New York judge has denied the IMF chief bail, the judge ordered on Monday that Mr. Strauss-Kahn be held in a New York jail without bail until the next adjourned court date

Your Excellencies,

The Permanent Consultative Council of Opposition Parties in Rwanda which brings together, the United Democratic Forces (FDU–Inkingi), the Democratic Green Party of Rwanda and the Social Party IMBERAKURI strongly calls for an urgent intervention of the United Nations Security Council in the Rwandan Political crisis.

The Rwandan Opposition is convinced that your urgent intervention will help defuse the current political crisis in the country and help achieve sustainable peace in the Great Lakes Region of Africa.

Excellencies, as you may be aware, all the three genuine opposition political parties that have challenged the RPF Led Rwandan Government have undergone serious and dangerous trials both in 2009 and 2010. They were all blocked from participating in the recently concluded Presidential elections, which the incumbent run with stooge candidates and later awarded himself 93%.

The Government refused to register the Democratic Green Party of Rwanda after a whole year of risky peaceful struggle that was started on 14th August 2009. Its Vice President Andre KAGWA RWISEREKA was assassinated and found decapitated on 14th July 2010, till now those killers have not faced justice and there are no signs of on-going investigations despite the fact that the UN Secretary General, EU, Government of France and Government of Canada called for investigations.

The Government of Rwanda also refused to register the United Democratic Forces-FDU Inkingi and many of its members have been imprisoned or released on bail. On 14th October 2010, Ms. Victoire INGABIRE UMUHOZA, FDU Inkingi Leader was arrested and incarcerated in KICUKIRO police custody on politically motivated charges of forming a not-yet known terrorist organization (Coalition of Democratic Forces - CDF as an alleged military wing of FDU-Inkingi). The conditions of her detention are cruel and inhumane : she is day and night in handcuffs and denied any sleeping item.

In April 2010 she was bailed out of jail and kept since then under extended house arrest. She had never been given a chance to defend herself in a court of law and now new politically motivated charges have surfaced. We are strongly convinced that this was a Government Plan to bar her from competing in the past Presidential elections. We are very concerned that she may be treated and incapacitated like the former Head of State, Mr. Pasteur BIZIMUNGU. We call for her immediate release from Prison.

The Social Party Imberakuri had managed to get registered in July 2009 after several failures and beatings, but was later broken up into several factions, one of them now in the Government’s Political Parties Forum. Its Founding President, Maître Bernard NTAGANDA is in prison since 24th June 2010, he is in critical healthy conditions and had been admitted at King Faycal Hospital last week, he is reported to be losing sight and to be paralyzed due to ill-treatment in the Kigali Maximum Prison known as “1930”.

The vicious cycle of political violence in Rwanda has been due to a lack of a system for a peaceful competition for and transfers of power between the political elites. We must all take a commitment to make sure that it does not happen again. Justice is needed for the country to achieve genuine reconciliation and sustainable development.

To have sustainable peace in Rwanda, there is a strong need of creating political space that enables a peaceful process of transfer and competition for power. We call for a Truth, Justice and Reconciliation Commission and a Rwandan National Dialogue.
It is quite sad that the present government has failed on many of the promises it pledged.

We have more political leaders in exile today than ever before : three former Prime Ministers, two former Speakers of Parliament, three former Ministers of Foreign Affairs, one Minister of Defence, one Minister of Justice, one Minister of Home Affairs assassinated in Nairobi, Members of Parliament (one was assassinated in Nairobi), ambassadors, military officers including (Lt.Gen. Kayumba Nyamwasa who survived an assassination attempt on 19th June 2010 in Johannesburg, South Africa), etc.

Many ordinary people are fleeing their country at a time when prominent members of the political elite are fleeing for their lives. We fear therefore that the present management of the political system has the potential to lead to another cycle of violence. This must be stopped immediately ; UN Security council can prevent this. It should not be like the 1994 Genocide.

In this respect, the members of the Permanent Consultative Council of Opposition Parties in Rwanda, decided to take part in a peaceful democratisation process of the country. We are determined to help break the cycle of fear, mistrust and impunity in Rwanda.

The Rwandan Opposition has been subjected to verbal and physical intimidation and abuse. The legal framework has been used against us to stop United Democratic Forces (FDU–Inkingi), the Democratic Green Party of Rwanda from registering our political parties and exercising our political rights. The Democratic Green Party of Rwanda’s founding convention on 30th October 2009 was sabotaged violently, by people suspected to be connected to security organs and others to be working for the Government.

An independent press has almost completely disappeared. In July 2010, Mr. Jean-Léonard RUGAMBAGE, a journalist and critic of the government, was murdered.

The papers that are critical of government have been forced to close down (UMUSESO and UMUVUGIZI Newspapers) and their owners forced to flee the country, because their lives were in danger. Both are now operating online from exile. The Government has recently lifted the suspension on these papers, but the present Media Law and National Media Council are legal tools used by the Government to control free media in the country. The Media Law need serious revision. Journalists are jailed on charges related to their freedom of expression. Other media houses exercise self-censorship in order to survive. Two Editors of UMURABYO Newspaper (Ms.Agnes UWIMANA NKUSI and Ms.Saidat MUKAKIBIBI) are in Prison. Civil society organisations are forced to take the official Government line in order to operate.

We are very convinced that only a democratic system of government and rule of law can bring durable peace and development to Rwanda and to the Great Lakes Region at large. Rwandans are capable of solving these problems without resorting to violence. We have hard enough violence.

In conclusion, we are appealing to the UN Security Council to do everything in its power to bring the Rwandan Government to respect the United Nations conventions it has signed including the UN convention on political and civil rights and the African Charter on democracy, elections and good governance.

We are convinced that the only solution in the growing social and political tension in Rwanda depend more on the resolution of the internal political problems, this is why we request you to urgently intervene in the Rwandan Political crisis.

In particular, we request you to impress upon the President of Rwanda to immediately release all political prisoners : Ms. Victoire INGABIRE UMUHOZA, Maître Bernard NTAGANDA, Mr. Deo MUSHAYIDI, Mr.Charles NTAKIRUTINKA, Ms.Seraphine MUKAMANA, Mr.Andrew MUGANWA plus many others and also allow political parties that are critical of the regime ( the Democratic Green Party of Rwanda and FDU-Inkingi) to register and exercise their full political rights and let the legally recognised leader of Social Party Imberakuri, Maître Bernard NTAGANDA, manage his party without Government interference.

France rejects Rwanda genocide suspect's extradition

PARIS (Reuters) - A French appeals court on Wednesday rejected a request by Rwanda to extradite a doctor wanted on suspicion of taking part in its 1994 genocide, ruling that he would not be guaranteed a fair trial.
A lawyer for Eugene Rwamucyo, who was arrested in May under a 2006 international warrant issued at Rwanda's request, said he had been released from custody.
Rwamucyo denies any involvement in the 100-day massacre in Rwanda, in which an estimated 800,000 ethnic Tutsis and politically moderate Hutus were killed by Hutu militia and soldiers.
"The appeal court at Versailles has rejected the extradition request by Rwanda, which puts an end to the process," said his lawyer, Philippe Meilhac. "It is the usual motive ... the lack of the right to legitimate defence in Rwanda today."
Meilhac said Rwamucyo planned to return to Belgium, where he moved after being suspended from his job in a French hospital last year after a nurse found his name on the Interpol website, listing his alleged offences as "genocide, war crimes".
However, Rwamucyo still faces an investigation opened in 2008 by French prosecutors and his lawyer said he would return to face questioning. "There is no question of fleeing," he said.
Two French judges travelled to Rwanda last week to resume an investigation into the 1994 assassination of former Hutu President Juvenal Habyarimana, which unleashed the genocide.
The previous judge in charge of the investigation, Jean-Louis Bruguiere, provoked a break in diplomatic relations between France and Rwanda in 2006 by issuing nine arrest warrants for close associates of President Paul Kagame. Relations were reestablished last year.

France Refuses Extradition for Rwandan Genocide Suspect

A French court has rejected a Rwandan government request to extradite a doctor accused of taking part in the 1994 Rwandan genocide.
A judge in Versailles ruled Wednesday Eugene Rwamucyo could not receive a fair trial in Rwanda. The judge decided to release him in France.
Rwamucyo's lawyer, Philippe Meilhac, told reporters the court decision was a "relief" and called it a victory of law over politics.
Rwamucyo still faces a criminal investigation in Paris for genocide and crimes against humanity. The case against him was brought by a Rwandan victims group.
Wednesday's ruling comes as France and Rwanda are working to repair fragile relations. In March, French President Nicolas Sarkozy made a visit to Rwanda after a three-year break in diplomatic ties.
A team of French investigators is currently in Kigali looking into the assassination of Rwanda's and Burundi's presidents in a 1994 plane crash. The incident is widely considered the trigger for the genocide.
A French finding in 2006 accusing President Paul Kagame, a former Tutsi rebel leader, of ordering the assassination led Rwanda to break ties with France. Mr. Kagame strongly denied the charge.
Rwanda's own investigation blamed Hutu extremists for the assassinations saying they were trying to create an excuse for the genocide.
Another Rwandan doctor faces an extradition hearing in Bordeaux in October.
During the genocide, Hutu extremists killed an estimated 800,000 Tutsis and Hutu moderates in the span of 100 days.
