RWANDA:RNC Condemns Attacks on Paul Rusesabagina by Kagame Regime

The RNC calls upon the Kagame regime to lay off Rwandans who have a different opinion than its own...

(WASHINGTON D.C.) - From the moment the Lantos Foundation for Human Rights announced that Paul Ruseabagina was the choice for the 2011 Lantos Human Rights Award for his role in sheltering Rwandans at Mille Collines Hotel in 1994, Kagame’s regime immediately came out with attacks against him in hopes the award would be withdrawn.
In keeping with its trademark tradition of savaging its opponents, the Kagame regime outed its full arsenal of dirty attacks: using co-opted newspapers to hurl false accusations against him and spew hatred on him, directing associations of those who survived by finding shelter in that same hotel to smear him with lies and slander him, flooding the Lantos organization with written demands that it cancel the award, etc.
The RNC vigorously condemns these despicable attacks the Kagame regime continues to launch against its opponents. These attacks clearly defeat and unmask the sugar-coated rhetoric of the regime that it is serious in pursuing reconciliation among Rwandans and self-esteem.
As a reminder, President Kagame and his senior advisors are on record praising Paul Rusesabagina’s actions after previewing the movie Hotel Rwanda that featured Paul’s heroic feat which continues to receive worldwide acclaim. Attacks against Rusesabagina did not start until he publicly criticized the killings and other gross violations by the Kagame regime.
The RNC calls upon the Kagame regime to lay off Rwandans who have a different opinion than its own, and to allow them to fully enjoy their freedoms, including receiving awards they deserve. Instead, it is President Kagame and his wife the First Lady of Rwanda who must stop their terrible wasteful spending of Rwandan taxpayers’ money by staging self-promoting events and heavy lobbying for undeserved awards and prizes.
The RNC would like to thank the Lantos Foundation for showing concern about peace in Rwanda and reconciliation among Rwandans by recognizing Paul Rusesabagina’s life-saving and heroic action during a time of extreme danger.

Hotel Rwanda film director Terry George speaks out – Smearing a Hero

Paul Rusesabagina, the real-life hero of the movie “Hotel Rwanda,” is being denounced by some in his country as a traitor and a criminal. Perhaps he helped bring some of this abuse on himself, but none of it is deserved. As director and producer of the film, I’d like to explain.
To make a film of a true story you must compress timelines, create composite characters and dramatize emotions. When it came to making “Hotel Rwanda” — the story of how Paul Rusesabagina saved the lives of hundreds of people who took shelter from the 1994 genocide in the hotel he managed — I was obsessed with getting it right. The Rwandan episode was a slaughter of unimaginable horror and magnitude, yet I firmly believed I had found a story that showed that even in the midst of such horror the human capacity for good can triumph.
Before making the film, I grilled Rusesabagina and read all I could about his experience. I traveled to Brussels and Rwanda, and I met survivors from his hotel, some of whom still worked there. No one contradicted his story.
When the film was released, Rusesabagina was acknowledged as a hero not just by ordinary people across the United States and Europe but also by diplomats, politicians, journalists and Rwandan officials in diplomatic posts here. Rwandan expatriates gave testimony to the veracity of the film, as did people who had been in the hotel and who tearfully acknowledged Rusesabagina’s role.
Last May I had the chance to meet Rwandan President Paul Kagame in Rwanda. I sat beside him as he and his wife and most of Rwanda’s parliament watched the movie. Afterward he leaned over to me and said the film had done much good around the world in exposing the horrors of the genocide. The next evening, I screened the film at Amahoro Stadium for some 10,000 people. It was the most emotional screening I have ever been at. I spent close to an hour afterward accepting thanks and congratulations.
But there was one empty seat at both screenings — the one reserved for Paul Rusesabagina. Two days before, as I waited for him to join me at the boarding gate in Brussels for the flight to Kigali, he called to say he had decided not to travel to Rwanda. On his speaking tours around the United States and Europe, he had begun to criticize Kagame’s government, saying that the last election in Rwanda, in which Kagame received 90.5 percent of the vote, was not democratic and that true peace would come to Rwanda only when it had an inclusive government. Because of his criticism, Rusesabagina said, he had been advised that it would not be safe for him. I could not persuade him to come.
Last fall his fears were borne out when Rwandan journalists and politicians began a smear campaign against him. On Oct. 28 a reporter for the Rwandan daily newspaper the New Times ran a long story on the “true nature” of Rusesabagina, which quoted a former receptionist at the hotel as saying that he had saved only his few friends, and that he had charged people to stay in the rooms (a fact we had highlighted and explained in the film). Buried at the end of the piece was probably the true fear of the Rwandan authorities: that Rusesabagina planned to form a political party.
The newspaper attacks on Rusesabagina have steadily escalated. In November he received the Presidential Medal of Freedom from President Bush. Six days later a New Times editorial said he would “go down in the annals of history as a man who sold the soul of the Rwandan Genocide to amass medals.”
In February Kagame joined the campaign — cryptically at first. In a speech at Amahoro Stadium to mark National Heroes Day, Kagame said Rwanda’s heroes are not made in America, Europe or in Asia; cinema or film stars have no place on the list of national heroes. He went on to make several veiled comments about “a manufactured hero.”
A few days later Rwandan Radio ran a two-hour live talk show about Rusesabagina. The speakers included genocide survivors and, sadly, some old friends of Rusesabagina’s. Francois Xavier Ngarambe, the president of Ibuka, the umbrella body of genocide survivors’ associations, ended the show by claiming: “He has hijacked heroism. He is trading with the genocide. He should be charged.”
I called Rusesabagina in Brussels to discuss what was going on. He said he saw the smear campaign as confirmation of his previous fears and of his reservations about the Kagame regime. His new autobiography, “An Ordinary Man,” will only make things worse, as in his last chapter he writes, “Rwanda is today a nation governed by and for the benefit of a small group of elite Tutsis. . . . Those few Hutus who have been elevated to high-ranking posts are usually empty suits without any real authority of their own. They are known locally as Hutus de service or Hutus for hire.”
On April 6, the 12th anniversary of the genocide, Kagame launched his first attack on Rusesabagina, saying, “He should try his talents elsewhere and not climb on the falsehood of being a hero, because it’s totally false.” I pray that this situation can be resolved. The millions who saw “Hotel Rwanda” and received its message of hope ought to know that they were not duped.
I understand Paul Rusesabagina’s desire to foster inclusiveness in Rwanda. I understand, as well, Kagame’s legitimate fear that the country has suffered too much, too recently, to allow divisions to be fostered. There are many politicians here and abroad who could mediate this clash. “Hotel Rwanda 2″ is a sequel I never want to make.

WASHINGTON, DC – The Lantos Foundation for Human Rights and Justice is proud to announce that Rwandan humanitarian Paul Rusesabagina will be the 2011 recipient of the Lantos Human Rights Prize. The formal presentation of the award will take place in Washington, DC on November 16th, 2011.
Paul Rusesabagina is widely hailed as a hero of the 1994 Rwandan Genocide. As a hotel manager during the time of the conflict, Rusesabagina was able to provide shelter to 1,268 people, both Hutus and Tutsis, ultimately saving them from certain death. His efforts were chronicled in the 2004 Academy Award nominated film Hotel Rwanda and his autobiography “An Ordinary Man”. Today, Rusesabagina continues his efforts for truth, reconciliation and sustainable peace in Rwanda and the Great Lakes region of Africa through his work as President of the Hotel Rwanda Rusesabagina Foundation (www.hrrfoundation.org).
“We are so proud to award this year’s Lantos Prize to Paul Rusesabagina. I was raised on the idea that we are all our brothers’ keepers, and Paul is the living embodiment of that idea,” said Katrina Lantos Swett, President of the Lantos Foundation. “My father, Congressman Tom Lantos, survived the Holocaust in one of Raoul Wallenberg’s safehouses and understood all too well that the actions of one man can change the arc of one’s life story. The Lantos Foundation established the Lantos Human Rights Prize in 2009 to honor and bring attention to heroes of the human rights movement. It is awarded annually to an individual or organization that best exemplifies the Foundation’s mission, namely to be a vital voice standing up for the values of decency, dignity, freedom, and justice in every corner of the world. The prize also serves to commemorate the late Congressman Tom Lantos, the only Holocaust survivor ever elected to the U.S. Congress and a prominent advocate for human rights during his nearly three decades as a U.S. Representative. Former recipients of the Lantos Prize include His Holiness the Dalai Lama and Nobel Laureate Elie Wiesel.

RWANDA:shooting of Rwandan exiled in South Africa

JOHANNESBURG — One of the men accused of trying to kill a former Rwandan general exiled in South Africa said that Rwandan soldiers with plenty of cash and cars were behind the plot, a friend testified Wednesday.
The testimony came on the second day of trial in the June 2010 shooting of Lt. Gen. Faustin Kayumba Nyamwasa. The former Rwandan military chief went into exile just months before he was attacked in Johannesburg.

Rwandan President Paul Kagame’s government has denied allegations of involvement in the case. However, witnesses in the trial have asked for special protection, saying they fear the Rwandan government.
Kalisa Mubarak, a 36-year-old Rwandan who immigrated to South Africa in 2003, testified Wednesday that he has known one of the six suspects since they were children.
He said that former Rwandan soldier Amani Uriwani told him about being recruited by some European-based Rwandans to help with a job in Johannesburg.
Mubarak said his friend would only say the target was also a soldier, and he tried to talk Uriwani out of taking part. Uriwani was offered 10,000 rand (about $1,400) for his part in the attack, according to his friend’s testimony.
Prosecutors say Mubarak has been moved with his wife and three children to a secret location under a witness protection program.
Two body guards sat nearby as he testified in English and Kinyarwanda. He wore dark glasses and sat in the witness stand with his chin sunk in a black-and-white checked scarf draped around his neck.
Three Rwandans and three Tanzanians are accused of attempted murder, conspiracy to commit murder and other charges in Nyamwasa’s shooting.
Nyamwasa and other Rwandans living abroad have accused the president of crushing dissent and democracy after he helped to end the 1994 genocide that left more than 500,000 people dead in Rwanda.
In May, British police warned some Rwandan exiles living in the U.K. that their lives were in danger, and the threat is believed to have emanated from the Rwandan government.
Human rights groups say opposition politicians, journalists and civil society activists have been subjected to crackdowns inside Rwanda as well.
The key suspect in the South Africa case is Pascal Kanyandekwe, a Rwandan businessman. He’s also accused of plotting to kill Nyamwasa while the general was hospitalized after the shooting.
Kanyandekwe and four men not linked to the shooting are to stand trial in the hospital plot later this month. He also is accused of bribery after two police officers said he offered them $1 million to let him go when they arrested him in July 2010.
The shooting victim, who has kept a low profile since the June 2010 attack, also faces international war crimes charges linked to the aftermath of the Rwandan genocide — allegations he denies.
Nyamwasa and other senior Tutsis are accused of waging an extermination campaign against Hutus in the chaotic aftermath of Rwanda’s genocide — charges that Nyamwasa denies.
A Spanish judge in 2008 charged Nyamwasa and 39 other members of the Rwandan military with the mass killings of civilians after they seized power in Rwanda.
A U.N. report last year echoed the 2008 Spanish charges, accusing invading Rwandan troops of killing tens of thousands of Hutus in 1996 and 1997 in neighboring Congo.

Kagame's critics keep eye on SA trial

Johannesburg - Critics of Rwandan President Paul Kagame will be watching an attempted murder trial that started on Tuesday in South Africa for evidence the east African leader tried to have a former general killed.

Three Rwandans and three Tanzanians are accused of attempted murder, conspiracy to commit murder and other charges in the June 2010 shooting of Lieutenant General Faustin Kayumba Nyamwasa, once Kagame's military chief.

They each pleaded not guilty on Tuesday at the start of a trial that required French, Swahili and Kinyarwanda translation, and that drew an observer for the Rwandan embassy and family members for the accused and the victim.

Since the Kagame and Nyamwasa fell out and the former general left for exile in South Africa last year, Nyamwasa has joined other Rwandans living abroad in accusing Kagame of crushing dissent and democracy after helping to end the 1994 genocide during which extremist Hutus killed more than 500 000 Tutsis and moderate Hutus in Rwanda.

Rwanda-South Africa relations strained

Rwandan dissidents accuse Kagame's government of being behind the attack on Nyamwasa, charges that it has angrily denied.

The case has strained Rwandan-South African relations, but officials here have refused to say whether they believe Nyamwasa was the target of an official assassination attempt.

Evidence on that point might form part of the trial.

Suspicions have fallen on Kagame's government elsewhere. It emerged in May that British police had warned some Rwandan exiles living in Britain that their lives were in danger, and the threat is believed to have emanated from the Rwandan government.

In Rwanda, human rights groups say opposition politicians, journalists and civil society activists have been subjected to crackdowns.

Suspect in suit and tie

Earlier this year, in a case Human Rights Watch said was politically motivated, Rwanda's High Court sentenced an opposition leader to four years in prison and fined three others opposition figures convicted of endangering national security, attempting to organise unauthorised protests and inciting ethnic divisions.

In the Nyamwasa case, the key suspect is Pascal Kanyandekwe, a Rwandan businessman and the only suspect to appear on Tuesday in a suit and tie.

In addition to charges stemming from the shooting, Kanyandekwe is accused of plotting to kill Nyamwasa while the general was hospitalised after the shooting.

Kanyandekwe and four men not linked to the shooting are to stand trial in the hospital plot later this month.

Kanyandekwe also is accused of bribery after two police officers said he offered them $1m to let them go when they arrested him in July 2010. Kanyandekwe allegedly left South Africa after the murder attempt on Nyamwasa and was arrested at Johannesburg's OR Tambo Airport upon his return.

The other two Rwandans accused are the general's driver and another had been a Rwandan soldier, according to prosecutors.

Rwanda wants accused home

In May, Nyamwasa and three other men who had once been top aides to Kagame were convicted in absentia by a Rwandan military court of disturbing public order, threatening state security, sectarianism and criminal conspiracy.

Rwanda has demanded the four be sent home to be imprisoned, but the countries where they have found refuge - South Africa and the United States - have made no move to hand them over.

While Nyamwasa portrays himself as a champion of democracy and is a victim in the case that opened Tuesday in a downtown Johannesburg court room, he and other senior Tutsis are accused of waging an extermination campaign against Hutus in the chaotic aftermath of Rwanda's genocide.

A Spanish judge in 2008 charged Nyamwasa and 39 other members of the Rwandan military with the mass killings of civilians after they seized power in Rwanda.

A UN report last year echoed the 2008 Spanish charges, accusing invading Rwandan troops of killing tens of thousands of Hutus in 1996 and 1997.

South African refugee and human rights groups have gone to court to try to have Nyamwasa's asylum status stripped because of the allegations, which the general denies.

In a lawsuit filed earlier this month, the refugee and rights groups acknowledge it might not be safe for Nyamwasa to return to Rwanda. The groups suggest instead he be tried in South Africa.

Rwanda: Police dismantled a "terror network" from DRC (Read in French below)

According to an official of the Rwandan authorities, six men from the DRC and owned by a "network of terror" were arrested Wednesday, June 22 "Criminals are arrested under Colonel Norbert Ndererimana," it said. The same source, the latter was also arrested and is known to be at the head of "an armed group based in Binza, Rutchuru in the Virunga National Park, North Kivu."

An action-driven and Kayumba Habyaramina?

Investigators say they have established "a strong link between this group and the activities of terror [General Faustin] Kayumba (Nyamwasa]", former Chief of Staff of the Army currently exiled in South Africa. They point out that during their arrest, members of the squad have also "reported receiving their orders from Emmanuel Habyaramina." the latter, in exile in Europe, is the former defense minister of the government of Rwandan President Paul Kagame.

The six men "focused heavily populated areas, stocks of fuel, vehicles carrying fuel, national leaders and diplomats," added the police. (With AFP)

La police rwandaise a annoncé l’arrestation de six hommes venus de la République démocratique du Congo (RDC) pour commettre des "actes de terreurs". Le réseau visait des infrastructures et des dirigeants du pays.
Selon un communiqué officiel des autorités rwandaises, six hommes en provenance de la RDC et appartenant à un « réseau de la terreur » ont été arrêtés le mercredi 22 juin. « Les criminels arrêtés sont dirigés par le colonel Norbert Ndererimana », poursuit le texte. Selon la même source, ce dernier a été également interpellé et est connu pour être à la tête d’« un groupe armé basé à Binza, Rutchuru, dans le Parc national des Virunga, Nord-Kivu ».
Une action pilotée par Kayumba et Habyaramina ?

Les enquêteurs affirment avoir établi « un lien fort entre ce groupe et les activités de terreur du [général Faustin] Kayumba (Nyamwasa] », ancien chef d’état-major de l’armée actuellement exilé en Afrique du Sud. Ils précisent qu’au cours de leur arrestation, les membres du commando ont aussi « déclaré avoir reçu leurs ordres d’Emmanuel Habyaramina ». Ce dernier, exilé en Europe, est l’ancien ministre de la Défense du gouvernement du président rwandais Paul Kagamé.
Les six hommes « visaient des endroits fortement peuplés, des stocks de carburant, des véhicules transportant du carburant, des dirigeants nationaux et des diplomates », ajoute la police . (Avec AFP)

Kagame sends his killing machines to the UK


AfricanDictator can reveal that The London Metropolitan police warned some key Rwandan opposition figures about imminent threats to their personal safety. The alert came on the eve of a meeting convened by Rwandan opposition to Kagame dictatorship in London.
Scotland Yard have issued a “threats to life warning” notice to at least two organisers of the meeting. AfricanDictator is in possession of the warning issued by the London Metropolitan Police dated 12 May 2011. The warning reads in part as follows:
“Rwandan Government poses an imminent threat to your life. The threat could come in any form. You should be aware of other high profile cases where action such as this has been concluded in the past. Conventional and non-conventional means have been used.”
Rwandan opposition leaders arriving in London have been warned of the danger and advised to contact the police regarding any suspicious incidents associated with this threat. Hotels where they are staying are under police surveillance.
The Metropolitan Police adds that all steps will be taken to minimise the risk, but declined to provide a 24-hour protection to those threatened.
Speaking to the BBC, Jonathan Musonera, one of the organisers, confirmed he has been advised to take all remedial actions necessary to increase his own safety measures including the option of leaving his own neighbourhood for the foreseeable future.
Kagame: We are watching you, Scotland Yard says
Evidently Kagame dictatorship is totally out of control. Only last month did British M15 warn the regime’s High Commissioner Ernest Rwamucyo about his constant harassment and intimidation of Rwandans living in the UK.
M15 warned that Rwanda stands to lose some 83 Million Pounds per year of taxpayers’ money that props Kagame dictatorship. Still, the Rwandan leader has deployed his killing machines on British soil, disturbing the very people who feed him and damaging the reputation of Britain, ahead of the Olympic Games.
Kagame’s audacity was already shown by his assassination attempt against General Kayumba, former Rwanda army chief of staff, in South Africa during last year’s Soccer World Cup. That is why. South Africa pulled its ambassador from Rwanda. Likewise, several European countries have warned the Kagame regime of dire consequences if it continues to harass Rwandan residents.
The Scotland Yard notice is clear as it is chilling: ”Conventional and non-conventional means have been used” by the Kagame regime to kill his opponents.
Reports from the UK say that  the  Rwandan Ambassador who called  for a counter-gathering of Rwandans in the town of Coventry this Saturday to coincide with the opposition meeting in London, had nothing to say when contacted by the media on the latest unbecoming Rwanda behaviour in UK.
It is time for UK and other countries that prop up the Kagame menace to tell the dictator in Kigali in no uncertain terms that “enough is enough.”

State Department War Crimes Chief Stephen Rapp’s cover-up of U.S. War Crimes in Rwanda Genocide

The April 28 report in The New York Times captioned ‘American Lawyer is Barred from Rwanda Tribunal Work’ caught the eye of this Online Daily’s Foreign News Desk which informed the readers that Peter Erlinder, a law professor in an American university, has been barred by the UN from working at the international tribunal for Rwanda based in the Tanzanian city of Arusha. He refused to travel to Arusa for fear of his life.
He said that he is a target of the Rwandan government and has even received threats while on lecture tours in the U.S.
Prof. Erlinder charges the current Paul Kahame regime of Rwanda of targeted assassinations of those who were accusing the Rwandan leader of genocide - 1990 through 1994 - in which one million people were killed. He and others who have given a long list of victims in many worldwide cities attributed those assassinations to the current Rwandan leadership of Paul Kagame.
One of the mysterious deaths known to the Asian Tribune network was a UN professional who worked to unearth the evidence of the Rwandan genocide – a Sri Lankan Shyamlal Rajapaksa who happened to be a first cousin of the present president of Sri Lanka Mahinda Rajapaksa. His killing in August 2009 in the Tanzanian city of Arusha where the International Criminal Tribunal for Rwanda (ICTR) was headquartered is still a mystery.
Professor Peter Erlinder has come out with an array of evidence and interpretations of the direct culpability of the current Rwandan president Paul Kagame in the Rwandan genocide, how he and his colleagues were given military training in the U.S., how Kagame as the head of the Rwandan Patriotic Front (RPF), a proxy force of the Pentagon according to Erlinder, invaded Rwanda to unleash a genocide with tacit approval of the United States, and in the following years how the United States took covert and overt steps to cover up its involvement in the Rwandan mass massacre.
It is here that Ambassador-at Large Stephen Rapp’s name emerge. Mr. Rapp is currently the head of the Office of War Crimes Issues of the U.S. Department of State, and in his previous position as the chief prosecutor of the Rwandan genocide, according to Peter Elinder, and many other investigators, Mr. Rapp was one of the main who was involved in the cover up of US involvement in the Rwandan Genocide.
The Asian Tribune readers may recall that Stephen Rapp in his capacity as the State Department’s War Crimes Issues chief who prepared and released a document in October 2009 with ambiguous evidence which accused Sri Lanka of violating international humanitarian laws during the final (Jan-May 2009) stage of the battle with separatist/terrorist Tamil Tigers (LTTE).
In October 1990, the Ugandan army and the Rwandan Patriotic Front/Army (RPF) led by Major General Paul Kagame invaded Rwanda. The guerrillas who violated international laws and committed massive war crimes were backed by Britain, Belgium, the United States and Israel, according to many investigators and researchers. By July 1994, the RPF completed its coup d'etat and consolidated its power in Rwanda.
On April 6, 1994, the governments of Rwanda and Burundi were decapitated when the plane carrying the two presidents and top military staff was shot down over Kigali, Rwanda's capital. The well-planned assassinations of Juvenal Habyarimana and Cyprien Ntaryamira sparked a massive escalation of warfare that is falsely portrayed as the result of meaningless tribal savagery. These assassinations were major war crimes, and the RPF and UPDF were responsible, but almost every attempt to honestly investigate the double presidential assassinations has been blocked by the U.S. and its allies.
A frequent contributor to a think tank called Global Research, Prof. Elinder outlined the United States endeavor in the cover up of its own culpability in the Rwandan genocide.
He wrote: “The July 9, 2009 New York Times reported that the Obama administration had selected Stephen Rapp to replace the Bush administration Ambassador-at-Large for War Crimes, Pierre Prosper. Rapp began his international career at the UN Security Council Criminal Tribunal for Rwanda in 2001, while Carla Del Ponte was Chief Rwanda Prosecutor. Rapp’s nomination just a few months after Del Ponte’s of her memoir of her years as Chief UN Prosecutor, Madam Prosecutor: Confronting Humanity’s Worst Criminals and the Culture of Impunity was published in English.
“Del Ponte’s book describes in detail the systematic U.S.-initiated cover-up of crimes by the current Rwandan government, a U.S. ally, committed during the Rwanda Genocide, and how she was removed from her ICTR (International Criminal Tribunal for Rwanda) position in 2003 by U.S. Ambassador Prosper, himself, when she refused to cooperate with the U.S.-initiated “cover-up.”
According to Del Ponte, her ICTR Office had the evidence to prosecute Kagame for “touching-off” the Rwanda Genocide by ordering the assassination of Rwanda’s former President Juvenal, Habyarimana, long before 2003. She also details the dozens of massacre sites, involving thousands of victims, for which the current Rwandan President, Paul Kagame and his military, should be prosecuted. The well-publicized canard, that “the identity of the assassins of Habyarimana is unknown” is a bald-faced lie, well -known by ICTR Prosecutors, according to Ms. Del Ponte, writes Prof. Elinder in Global Research.
Two years after Del Ponte was removed from office, Stephen Rapp became “Chief” of ICTR Prosecutions with access to all of the evidence known to Ms. Del Ponte, and more that has been made public in the past few years. During his four years at the ICTR, Rapp like Del Ponte, also was in a position to prosecute Kagame and members of the current government of Rwanda but, not ONE member of Kagame’s military has been prosecuted at the ICTR, to date…and the “cover-up” revealed by Del Ponte, continues today. And, unlike, Ms. Del Ponte, who was fired by the U.S., Mr. Rapp was first rewarded with an appointment as Chief Prosecutor at the U.S.-funded Sierra Leone Tribunal and now, a coveted ambassadorship by the Obama administration as the chief of the Office of War Crimes Issues at the State Department.
Mr. Rapp, for reasons known and unknown to the Asian Tribune, used ambiguous and conflicting information and data to accuse Sri Lanka of violating International Humanitarian Laws (IHL) in a report released to the US Congress in October 2009.
Former Chief ICTR Prosecutor Del Ponte Details War Crimes “Cover-up”
According to Del Ponte, in May 2003 she was called to Washington D.C. by Prosper (ironically, also a former ICTR prosecutor with knowledge of Kagame’s crimes) who informed her that the U.S. would remove her UN post, if she carried through with her publicly announced plans to indict Kagame and members of his government and military. According to Del Ponte, when she refused to knuckle-under because “she worked for the UN, - not for the U.S” Prosper told her ICTR career was over. In October Del Ponte was replaced by a US-approved ICTR prosecutor, Hassan Abubacar Jallow, who elevated Rapp to “Chief of Prosecution” two years later.
ICTR Trials: More Evidence of Rwanda Crimes Cover-Up
Del Ponte’s revelations are not the only evidence that a U.S.-initiated “war crimes cover-up” at the ICTR is creating impunity for crimes committed by the Kagame and his military. On September 10, 1994 memo in evidence in the ICTR Military-1 Trial confirms that U.S. Secretary of State Warren Christopher was informed that Kagame’s troops were killing “10,000 civilians a month” in military-style, according to an investigation funded by US Agency for International Development (USAID). And, as early as January 1997, a team made up of Chief ICTR Investigative Prosecutor and former Australian Crown Prosecutor Michael Hourigan; former FBI Agent James Lyons; and former UN-Chief of Military Intelligence in Rwanda, Amadou Deme; reported Louise Arbour, Ms. Del Ponte’s predecessor, that Kagame should be prosecuted for assassinating the previous president. Arbour scuttled the investigation, suppressed the report and disbanded the investigative team.
Shortly, thereafter, Arbour was elevated to Canada’s Supreme Court and has sunsequently been chosen to head the International Crisis Group.
Louise Arbour as the head of the International Crisis Group released a report in May 2010 accusing Sri Lanka of war crimes said: “Evidence gathered by the International Crisis Group suggests that these months saw tens of thousands of Tamil civilian men, women, children and the elderly killed, countless more wounded, and hundreds of thousands deprived of adequate food and medical care, resulting in more deaths. This evidence also provides reasonable grounds to believe the Sri Lankan security forces committed war crimes with top government and military leaders potentially responsible.”
Former ICTR Prosecutor Rapp Complicit in Cover-up
But, even though Arbour suppressed the “Hourigan Report,” Del Ponte, Rapp and other ICTR prosecutors certainly knew about it, because ICTR judges had ordered Del Ponte’s Office to release the “Hourigan report” to a defense team as early as the year 2000, a year before Rapp began his ICTR work, and three years before Del Ponte was fired by Prosper.
Prof. Peter Elinder says “But….to date, not one indictment has been issued against Kagame by the ICTR Prosecutor.”
Consequences of the ICTR Cover-up of Kagame’s Crimes
The tragic consequence of the failure to prosecute Kagame at the ICTR, from 1994 to date, is that Kagame has been free to invade the Congo in 1996 and 1998, and to occupy part of the eastern Congo many-times larger than Rwanda, to this day. No less than four UN Security Council-commissioned Panel of Experts Report(s) on the Illegal Exploitation of the DR Congo (2001, 2002, 2003 and December 2008) have detailed the massive rape of the Congo’s resources that has brought vast riches to Kagame and his inner circle.
While Rapp was ICTR Senior Trial Attorney in 2003, Kagame was effectively elected President-for-Life with 95% of the vote, after banning opposition parties and jailing opponents, in “a climate of intimidation” according to EU observers.
“Chief of Prosecutions” Rapp Withheld Exculpatory Evidence
In February 2009, the ICTR issued its Judgment the Military-1 case, that main case at the ICTR, in which Mr. Rapp personally appeared for the Prosecution. Although massive violence did occur in Rwanda, the court certainly recognized that blaming only one side WAS a falsehood, when it acquitted all of the “architects of the killing machine” (as Mr. Rapp called the defendants in court) of conspiracy or planning to kill civilians. The highest ranking military-officer was acquitted of all charges.
And, although it is now clear from Ms. Del Ponte’s memoirs that Mr. Rapp had the evidence to clear the ICTR defendants of the assassination charges and only the losing side has been blamed for all crimes committed in Rwanda in 1994. Simply put, Mr. Rapp and other ICTR prosecutors have withheld evidence that would be beneficial to the defense, contrary to Tribunal Rules; have prosecuted defendants for crimes they knew were committed by Kagame’s forces; and, have created a system of “judicial impunity” that has permitted Kagame to kill millions in the eastern Congo.
It is in this context that Prof. Peter Elinder writing to Global Security questioned President Obama’s wisdom in appointing Stephen Rapp as the head of the Office of War Crimes Issue at the State Department in this manner: “This “inconvenient-African-truth,” raises an uncomfortable question regarding President Obama’s nomination of Mr. Rapp, in the first place: Are Obama and his advisors ignorant of the public record regarding Rapp’s complicity in the ICTR Cover-up….or do they just not give a damn?”
The U.S. Culpability in Rwanda Genocide
Aimable Mugara in a piece to OpEdNews put it this way: “In 1990, General Kagame who was the Chief of Military Intelligence of Uganda and head of the Rwandan Patriotic Forces (RPF) led a violent invasion of Rwanda from Uganda, with the approval and support (financial, military and political) of the United States government. This violent war changed the landscape of that region forever. By landscape, I also mean the number of mass graves that dot every of inch of that region now. The two final years of President Bush the father, during which his American government supported the murderous gang of General Kagame and Yoweri Museveni resulted in the deaths of many innocent Rwandan and Ugandan civilians. During those two years, there are thousands who lost their lives at the hands of General Kagame's soldiers and Yoweri Museveni's soldiers. But this was nothing compared to the more than 6 millions of civilians that would later die under Bill Clinton's 8 year reign, with American money, American weapons and American political support.”
In a September 30, 2010 New York Times article titled ‘Dispute Over U.N. Report Evokes Rwandan Déjà Vu’, it is mentioned how in the fall of 1994, a United Nations investigation discovered that General Kagame's forces had killed tens of thousand of innocent civilians that year. That under pressure from Bill Clinton's government, the United Nations was forced not to publish that report. In that New York Times article, they talk about how the 1994 UN report describes General Kagame's soldiers "rounding up civilians and methodically killing unarmed men, women and children."
“Kagame received his military education under the Pentagon’s Joint Combined Exchange Training (JCET) at the Command and General Staff College of Fort Leavenworth, Kansas, beginning in 1990,” wrote John E. Peck of the Association of African Scholars (2002). “His sidekick, Lt. Col. Frank Rusagara, got his JCET schooling at the U.S. Naval Academy in Monterey, California. Both were dispatched to Rwanda in time to oversee the RPF’s takeover in 1994. Far from being an innocent bystander, the Washington Post revealed on July 12, 1998 that the United States not only gave Kagame $75 million in military assistance, but also sent Green Berets to train Kagame’s forces (as well as their Ugandan rebel allies) in low intensity conflict (LIC) tactics. Pentagon subcontractor Ronco, masquerading as a de-mining company, also smuggled more weapons to RPF fighters in flagrant violation of UN sanctions. All of this U.S. largesse was put to lethal effect in the ethnic bloodbath that is still going on.”
In 2009 published Edward S. Herman and David Peterson's investigative/research book The Politics of Genocide said: “The United States and its allies worked hard in the early 1990s to weaken the Rwandan government, forcing the abandonment of many of the economic and social gains from the social revolution of 1959, thereby making the Habyarimana government less popular, and helping to reinforce the Tutsi minority’s economic power.9 Eventually, the RPF was able to achieve a legal military presence inside Rwanda, thanks to a series of ceasefires and other agreements. These agreements led to the Arusha Peace Accords of August 1993, pressed upon the Rwandan government by the United States and its allies, called for the “integration” of the armed forces of Rwanda and the RPF, and for a “transitional,” power-sharing government until national elections could be held in 1995.10 These Peace Accords positioned the RPF for its bloody overthrow of a relatively democratic coalition government, and the takeover of the Rwandan state by a minority dictatorship.”
The U.S. State Department’s Office of War Crimes Issues chief Stephen Rapp knew this entire Rwandan episode, the U.S. interests in Paul Kagame, the UN concealment of the 1994 report at the behest of the Clinton administration, the U.S. military assistance to Kagame’s Rwandan Patriotic Front and the entire exercise of the ‘Rwandan cover up’ to conceal the U.S. culpability in the Rwandan genocide when he focused his attention elsewhere; Sri Lanka.

Rwandans ask UK Members of Parliament to follow through British prime minister’s new foreign policy on dictators

On February 25th, 2011, a group of Rwandans living in UK organised a public protest in front of the UK Parliament. They requested from Members of the British Parliament to put pressure on Paul Kagame, president of Rwanda, for the unconditional release of all political prisoners held in Rwandan prisons. Among the detainees are
  • Mrs Victoire Ingabire Umuhoza, Chairperson of FDU-Inkingi in prison since October 14th, 2010
  • Me Bernard Ntaganda, Chairperson of PS-Imberakuri in prison since June 24th, 2010 and sentenced to 4 years in prison
  • Mr Deogratias Mushayidi, President of PDP-Imanzi sentenced to life imprisonment
  • Dr Theoneste Niyitegetse, former presidential candidate of 2003 elections imprisoned since then
  • Charles Ntakirutinka Founder of PDR-Ubuyanja in prison for more than 10 years
  • Journalist Agnes Uwimana Nkusi, sentenced to 17 years in prison
  • Journalist Saidati Mukakibibi, sentenced to 7 years in prison
  • And thousands more detained in inhuman conditions in Rwandan prisons for their political opinions
Participants to the protest also denounce politically motivated sentences of 24 and 20 years in prison made in abstentia by the High Military Court in Kigali against General Kayumba Nyamwasa, Colonel Patrick Karegeya, Dr Théogène Rudasingwa et Dr Gerald Gahima.
David Cameron, the UK Prime Minister publicly admitted recently in Kuwait that Britain and the West made “false choices” to support oppressive regimes that trampled on human rights. ‘As recent events have confirmed, denying people their basic rights does not preserve stability – rather the reverse,” said the Prime Minister. As a logic consequence of that new reality and understanding, protesters would like to see Britain translating such change of foreign policy by stopping immediately their unconditional support to Paul Kagame’s regime. It has abused Rwandans and other populations of the Great Lakes region in the millions. They would also want to see Britain use its leverage position towards the Rwandan government to push for political reforms before it becomes too late for peaceful change.
Asked by BBC World Service how they intended to proceed since in the past Britain has never considered officially Rwanda to be a dictatorship, Ambrose Nzeyimana, who represented the protesters, replied that Rwandans knew too well how oppressive and atrocious Kagame’s regime was. He added that they were planning to work with individual members of parliament to get the issue tabled during question time for ministers at the House of Commons. Such approach has successfully worked in the past. They don’t see why it wouldn’t work this time; particularly when one takes into account social uprisings across the Middle East and North Africa against dictatorial regimes

'Hotel Rwanda' Hero to Share His Story at UCF

Rusesabagina, the manager of a luxury hotel, sheltered more than 1,200 people during the Rwandan genocide.

Humanitarian Paul Rusesabagina, the real-life hero from the film “Hotel Rwanda,” will speak at the University of Central Florida on Tuesday, Feb. 15.

Rusesabagina’s presentation, “Hotel Rwanda: A Lesson Yet to Be Learned,” will begin at 3 p.m. in the Pegasus Ballroom of the Student Union. The event, organized by the UCF Global Perspectives Office, is free and open to the public.

For two months, Rusesabagina watched his country fall into the grips of genocide in 1994. A Hutu manager of a luxury hotel in Rwanda, he sheltered more than 1,200 people, including his own Tutsi wife and children, saving their lives at a time when extremists massacred more than 800,000 members of the Tutsi and moderate Hutu tribes in just 100 days.

Considered the “Rwandan Schindler,” his story and that of the genocide are chronicled in the critically acclaimed film “Hotel Rwanda,” an account of a man finding courage within himself to save others in the midst of his country’s darkest moment.

INGABIRE BAIL APPEAL HEARING: 17.01. 2011.


Today the opposition leader, FDU-INKINGI Chair Ms. Victoire INGABIRE, in handcuffs, was taken to the High Court for a fresh bail appeal related to her detention order that expired on 25th December 2010.

The presiding judge Julian NDINDA, could not hide his emotion and bitterness, when he asked the defendant what she was doing in the Court if she does not trust President KAGAME's justice and believes she is in jail under his orders. Did she choose to be in prison?

Of course, if there was justice in Rwanda, she should neither be in prison nor in that Court. Is this judge an exception?

An American journalist who was there saw his recording equipment confiscated by security officers.
The judge will deliver his verdict on 20th January 2011.

UK: Rwandan Refugees Warned of Elimination Plans

Rwandan government allegedly might be planning a series of eliminations and acts of division within the Rwandan exiled community in UK by means of assassinations, poisoning and false accusations.
Newspaper Umuvugizi claims to have received intelligence materials that, following a meeting between military and intelligence authorities in Kigali, there are plans to eliminate exiled dissidents currently living in United Kingdom. The article containing the allegations was published on Saturday, 8th January 2011.

According to Umuvugizi newspaper, on this meeting, a Rwandan military officer, Colonel Mupenzi might have received approval and budget to carry out his proposed plan.
A list of UK local representatives and supporters of FDU-Inkingi, RNC and Imvura political parties might have been drawn.
Umuvugizi also revealed that Rwandan officials might be concerned over the involvement of BBC Journalists with the opposition.
Harassment of Rwandan ex-soldiers is also claimed. It is alleged that two days after his return, officer Mupenzi instructed the Rwandan Embassy to call a certain lady Lieutenant Jeanne D’Arc Umulisa, a former Rwanda Defense Force servicewoman now in exile in UK since 2000. She was called in a meeting in a Nandos Restaurant in Huston, London where they met at around 17h30.
The article said that the meeting was led by Rwandan Ambassador Ernest Rwamucyo and was attended by Intelligence officer Jimmy Uwizeye and Mr. Murego also an intelligence officer.
It is claimed that Mr. Murego had fled his country in the past as did Lieutenant Jeanne, but he has been brought back to work under Kagame’s umbrella. Lieutenant Jeanne is a founder of “Wariyo Baka”, an association of Rwandan exiled ex-soldiers living in UK, Umuvugizi revealed.
Allegedly, Lieutenant Jeanne d’Arc was instructed to dissolve the association and to join RPF party or, otherwise, she would face serious consequences and soon realise her mistakes, in case she refuses to apologize and rejoin the ranks.
According to Umuvugizi, the Ambassador Rwamucyo might have warned her that, if she fails to dissolve the association of exiled RDF servicemen and to apologize, he would take steps to dissolve it and prove her wrong.
Umuvugizi’s exiled Chief Editor Jean-Bosco Gasasira claims that the Rwandan Embassy’s intelligent officers are currently tasked with locating certain refugees in the UK and to lure them into the plan. Other refugees will have to be watched closely to know where they live and what they do.
The plan also include silencing dissidents by ways of false accusations, using hired English people to be sent to wherever they are or in their homes, according to the Newspaper.
The newspaper Chief Editor claims that one of the main secret agents is a certain Mrs Abera, who resides in UK as a refugee. Abera allegedly is acting under the Diaspora initiative in locating Rwandans through her association with their wives.
Mrs Abera might have transformed her home into a pub to allegedly offer a place of meeting to the embassy agents and other refugee-disguised agents who are living off the UK taxpayer’s money.
The Umuvugizi article goes on to say that Rwandan embassy is using some of the defected soldiers who had exiled into UK and now living poverty. These young men have joined the intelligence network of spies and are targeting relatives of the late former President Habyalimana, supporters of Rwanda National Congress, United Democratic Forces as well as local BBC journalists.
“This intelligence Network has a deep hierarchy with different branches in the country. At the top of the largest branch is intelligent officer Jimmy who is an experienced spymaster” says Jean-Bosco Gasasira.
“Another branch of the network is the so-called Diaspora initiative. They use this organisation to locate Rwandans, learn what they do and what their political aspirations are that may be opposed to Kagame’s and to RPF policies.”
Umuvugizi warned “Rwandans living in UK especially those who are opposed to Kagame to be vigilant. They should avoid attending diner parties or same restaurants frequently“.

Wednesday, December 15, 2010 – This month the US and the UN Security Council must choose: will they hold accountable major perpetrators of continued atrocities in the Congo or collaborate with them to put the blame on a few guilty but minor scapegoats and some innocent people who are guilty only of challenging the major offenders?

On December 8, several US-Congolese organizations and numerous individuals sent a letter to Congressman David Wu, asking Congress to seek justice for the victims of an ongoing holocaust in the Congo and specifically asking that the long-suppressed UN “Mapping Report” showing complicity of the current government of Rwanda seriously examined and addressed. [1]

Recently, the Dutch legislature and thousands of people in Brussels as well as some officials put Paul Kagame on notice: that he cannot escape the consequences of his acts. [2]
So far, Paul Kagame, president of Rwanda, has been successful in his efforts to bury reports of his atrocities in the Congo without serious examination.  The Security Council agreed not to look further into the Mapping Exercise Report, and a few days ago, added several individuals and a small militia to its list of people or organizations to be sanctioned for use of child soldiers. However implicitly exempted were Uganda and Rwanda from sanctions for this or for any of the other crimes revealed in the Report and related abuses reported by others, which continue to this day.  [3]

As this month's chair of the Security Council, the US has a moral obligation to take the Mapping Exercise Report off the table and deal with its contents seriously.  The US also has a moral obligation to implement the Democratic Republic of the Congo Relief, Security, and Democracy Promotion Act of 2006, sponsored by then-Senator Barack Obama. [4]

The UN Mapping Exercise Report, released only after it had been leaked, makes it clear that the governments of Uganda and Rwanda are implicated in massive atrocities in the Congo continuing long after they invaded the Congo. Yet, Uganda has not been forced to pay the court-mandated financial penalty, and both invaders are given license to continue their incursions on the pretext of hunting down smaller offenders, such as the LRA, FDLR, and various "mai mai".  [5] [6]

The president of Rwanda, Paul Kagame, reacted to the report with threats and with diversions.  He threatened to withdraw “peacekeeping” forces from Sudan if the UN report was not disavowed or modified. 

The unsuitability of Rwanda as an instrument of peace and stability in the Great Lakes region of Africa is augmented by its president's efforts to divert attention from the Mapping Exercise Report by imprisoning political opponents absurdly charged with conspiring to renew genocide in Rwanda. Within days of the October “Mapping Report” release, he re-arrested Victoire Ingabire, who had been arrested for “genocide denial” last spring to prevent her standing as a 2010 presidential candidate challenging his re-election; now, to divert attention from his documented culpability, he jailed her in life-threatening conditions and introduced the more serious charge of conspiring to overthrow his government by force and perpetuate genocide, naming a bizarre set of co-conspirators. [7]

American lawyer Peter Erlinder went to Rwanda last spring to defend Victoire Ingabire, after her first arrest, and he too was arrested and imprisoned under life-threatening conditions that provoked an outcry from US citizens and legislatures, resulting in an official US request for his release on humanitarian grounds.  He is home and safe, but Rwanda demands his return for trial or “dead or alive.” [8] 

Bizarrely,  Paul Rusesabagina, the hero of "Hotel Rwanda" (who rescued so many Tutsis who might otherwise have been killed in 1994) has been called a "genocider" conspiring with Victoire to attack Rwanda, overthrow the government and kill Tutsis; he would be in a Rwandan jail if he had not already in sought safety in exile. [9 ] [10]

Some call Victoire Ingabire the Aung San Suu Kyi of Africa or the female Mandela, but she is not just a symbol of resistance to oppression by a dictator; she is a real person, a wife and mother whose husband and children plead for people to intervene and free her from a squalid and dangerous prison in which she has been held (without trial) for two months. [11]

We join in their plea, seeking justice for courageous individuals wrongly imprisoned as well as for the millions who have died and the millions who continue to suffer in the Congo, and endorse the letter sent to congress on December 8  providing details, additional documentation, and precise steps the US and UN need to take to bring justice, healing, stability, and a better future for a long-abused people.
