North Korea Congratulates Kagame on election win

Kim Jong-il is the defecto president of the reclusive state
Kigali: North Korea has sent a congratulatory message to President Paul Kagame upon his reelection to a second seven-year term with a 93.08%, RNA reports.
The message was sent Sunday from Kim Yong Nam, the president of the Presidium of the DPRK Supreme People's Assembly. Mr. Kim is effectively the number two on the reclusive country's leadership hierarchy.

In the message, Mr. Kim extended warm congratulations to Paul upon his reassumption of an important post as president of Rwanda after winning great trust and support from the people at the presidential election held in the country some time ago, according to the KOREA NEWS SERVICE(KNS).

Expressing belief that the good friendly and cooperative relations between the two countries would grow stronger in the future, too, the message wished the president greater successes in his future work.

North Korea and Rwanda have no diplomatic postings. The country is also under heavy international scrutiny over its nuclear program
