Karegeya was the head of external security in Rwanda from 1990 to 2005 and the minister together with Col. Theoneste Lizinde were murdered in 1996 after disagreeing with Kagame, and fleeing to exile in Kenya .'Kagame must explain'Asked by a BBC Journalist whether they were killed by the Rwandan Government, Col , Karegeye now in South Africa , said; "Yes. I can't say, I don't have information regarding those cases, but Kagame was the boss, so he is in better position to explain those assassinations and mysterious disappearances of people,' he said.Before, that, Karegeya, in another interview with the Observer newspaper, in Uganda , called on Rwandans to fight Kagame's dictatorship, a statement that riled the government of Rwanda , with the Army Spokesman, saying; "We will pursue him and make sure he faces justice." President Kagame also weighed in saying he was ready to fight anybody who attacks Rwanda . But, his revelation about the Sendashonga murder that has been obscure until now is the real beef in political and international circles. He is the first high profile official who has served under the RPF regime to pin Kagame on murder, and according to many observers, the highest who is well-placed to talk about it.

This year, Karegeya was joined in South Africa by Rwanda 's former army chief of Staff, General Kayumba Nyamwasa, who later was almost killed when he was shot at by unknown people in Johannesburg . He accused Kagame of trying to kill him.Like Karegeya, the General also accused Kagame of not being accommodative of other people's views and paranoid of people who are good performers and liked by people in Rwanda . "When you are good perfomer, you are liked by people, then to him you are a problem,' Kayumba said adding; "There is no RPF in Rwanda , there is Kagame, no RDF, there is an army of one man, Kagame. Everything in Rwanda is personalized."The two generals were always seen as potential threats to Kagame's regime by many, despite both saying, they fled just to start their lives afresh after serving under Kagame and later falling out with him.Indeed, Kayumba told the media a couple of months ago that he fell out with Kagame over his insensitivity, dishonesty and incapability. Karegeya, on the other hand, decried the lack of powerful institutions in the country and insisted that Kagame believes in killing his political opponents, something, "I wouldn't live with," he said.

More killingsThe Rwandan Minister of foreign affairs Louise Mushkiwabo denied the accusations made by Karegeya, at a time when her government is also being accused of being behind the death of yet another politician, Andre Kagwa Rwisereka, the Vice President of the opposition Green Party, and an independent journalist, Leonanrd Rugambage. Both were murdered this year, nearly two months before the elections.Investigations by BBC and Human Rights Watch into the death of Rwisereka (60), have all pointed to the government, accusing it of being behind the murder of the out-spoken critique of Kagame. The government denies the accusations.

The killings came amidst several other attacks against members of three opposition parties: the Green Party, FDU Inkingi and PS-Imberakuri. They all reported harassment from the government in the run up to the elections, after it also technically barred all of them from participating in the just concluded elections that Kagame 'won'.'I was there; I know what was taking place'Despite Mushikiwabo saying that Karegeya is sour graping after fleeing Rwanda , Col. Karegeya insists he was privy to incriminating information."I was there; I know what was taking place. Some people have accepted to live with it, but, I said enough is enough"Karegeya said. According to available information, besides the killings of Seth Sendashonga, (who was seen by many as a moderate Hutu) and Col. Rizinde, there have been several other assassinations of politicians and soldiers, whose deaths were never investigated. These, sources say, include Maj. Alex Ruzindana, a Tutsi army officer who disappeared in 2002, Assiel Kabera, a former Advisor to President Bizimungu, who was shot dead in 1998; MP Leonard Hitimana and Col. Augustine Cyiza among others.
